【摘要】：创新财政体制,健全财政制度,是经济持续增长、人民安居乐业、国家长治久安的重要基础,是构建社会主义和谐社会的必然要求。以毛泽东、邓小平、江泽民、胡锦涛、习近平等为核心的几代中央领导集体,在领导中国革命、社会主义建设和改革开放的历史进程中,始终坚持以马克思主义财政观作为思想指南,坚持“古为今用”和“洋为中用”,集合最广大人民群众的智慧,以高度的战略眼光重视解决财政问题,形成了富有时代特征与中国特色的中国化马克思主义财政观。深入研究中国化马克思主义财政观,构建我国财政体制进一步改革的理论基础从而促进该体制的完善,实现社会主义和谐社会的奋斗目标,具有重要的现实意义和理论意义。本文分五个部分、对以下方面的内容进行了研究：第一部分,绪论。主要对本文的研究对象进行了概念界定,提出了选题的目标和意义,构建了本文的内容框架和研究方法。第二部分,梳理了中国化马克思主义财政观的理论来源：马克思主义经典作家的财政观、中国传统文化中的财政观和西方财政思想。第三部分,阐述了中国化马克思主义财政观的基本内容：财政的职能、财政的收支原则、财政体制建设与改革等。第四部分,主要归纳了中国化马克思主义财政观的主要特征。即继承性与创新性高度融合、政治性与人民性二者并重、阶段性与全局性有机统一、理论性与实践性相辅相成。第五部分,主要总结了中国化马克思主义财政观的时代意义。包括中国化马克思主义财政观的理论价值与实践意义。
[Abstract]:In the course of leading the Chinese revolution , Deng Xiaoping , Jiang Zemin , Hu Jintao and Xi Jinping as the core of the Chinese revolution , Deng Xiaoping , Jiang Zemin , Hu Jintao , Xi Jinping and so on , we have always adhered to Marxist financial outlook as the guiding principle of Marxism . In the course of leading the Chinese revolution , the socialist construction and the reform and opening up , we have always adhered to the theory foundation of China ' s modernization , socialist construction and reform and opening up , and formed the theoretical foundation of further reform of the financial system of China , thus promoting the perfection of the system and realizing the goal of the socialist harmonious society .

This thesis is divided into five parts : Part One , Introduction . The main characteristics of the Marxist financial view of China are introduced : the financial outlook of Marxist classical writers , the financial outlook in China ' s traditional culture , the construction and reform of the western financial system . Part four , this paper sums up the main characteristics of China ' s Marxist financial outlook : the financial function , the financial revenue and expenditure principle , the financial system construction and the reform .
