当前乡镇财政管理面临的三大挑战

【摘要】：正乡镇财政是财政管理的基础环节。历经近40年的改革发展,乡镇财政运行的外部环境发生了根本性变化,对乡镇财政管理提出了多重挑战。全面认识并妥善应对挑战事关基层政府治理能力和财政管理现代化。从总体改革、发展演进基本特征角度看,当前乡镇财政管理面临三大挑战。一、如何优化乡镇财政职能财政职能是政府职能的一部分,各级政府职能范围和重点取决于辖区经济社会发展状况
[Abstract]:Township finance is the basic link of financial management. After nearly 40 years of reform and development, the external environment of township financial operation has undergone fundamental changes, putting forward many challenges to township financial management. Comprehensive understanding and proper response to the challenges related to grass-roots government governance and financial management modernization. From the point of view of the general reform and the basic characteristics of development and evolution, the present financial management of villages and towns is faced with three major challenges. First, how to optimize the functions of township finance is a part of the functions of the government, and the scope and focus of government functions at all levels depend on the economic and social development of the jurisdiction.
