完善专项资金分配专家评审机制的建议

【摘要】：正近几年,各地为加强财政专项资金管理,在实行竞争性分配的基础上,引入专家评审机制,这实际上是在相关利益主体之间引入客观、公正、专业的第三方,是提高财政资金分配科学性的重要举措。但各地引入专家评审机制后,出现了一些问题。如在专家管理上,业务部门各自为政,专家进库、使用随意性强,认为操作迹象明显,有的专家甚至成为部门甚至个人的代言人;不能胜任评审工作甚至素质低劣的专家不能及时出库,影响专家质量;项目评审标准不严格,程序不规范,使专家评审依据不充分,难以提出规范的评价意见。一些地方对专家能力和业绩没有评价机
[Abstract]:In recent years, in order to strengthen the management of the special financial funds, the expert review mechanism is introduced on the basis of competitive allocation. This is actually an important measure to introduce the objective, impartial and professional third parties among the relevant stakeholders, which is an important measure to improve the scientific distribution of financial funds. For example, in the management of the experts, the business departments are in their own affairs, the experts enter the library, the use of arbitrariness is strong, the indications of operation are obvious, some experts even become the spokesmen of the Department and even the individual; the experts who are not competent for the evaluation work or even the inferior quality can not be out of the warehouse in time and affect the quality of the experts; the project evaluation standards are not strict and the procedure is irregular. Fan, which makes the expert review basis inadequate, is difficult to put forward standardized evaluation opinions.
