上海市基础教育服务均等化的实证考察——基于财政资金的泰尔指数法

【摘要】：上海市政府历来十分重视提升基础教育服务,基础教育普及率甚至达到发达国家水平。然而,评价某项公共服务整体水平还应关注其资源配置在区域内是否均衡,因此本文基于受益原则和能力原则测算了上海市基础教育的泰尔指数。
[Abstract]:The Shanghai Municipal Government has always attached great importance to improving basic education services, and the basic education popularization rate has even reached the level of developed countries. However, the evaluation of the overall level of a public service should also pay attention to whether the allocation of resources in the region is balanced, so this paper calculates the Tyr index of basic education in Shanghai based on the benefit principle and the ability principle.
