关于财政促进国家治理现代化的思考

【摘要】：现代国家治理具有治理主体多元化、运行方式多向度、作用边界清晰、注重契约精神等鲜明特征,财政是有效实施国家治理的物质基础、体制保障、政策工具和监管手段。发挥财政在现代国家治理中的基础和重要支柱作用,需要针对制度建设、财政运行等方面所面临的挑战,进一步牢固树立市场观念、契约精神、法治意识、适度保障理念和国际视野等现代财政治理理念,深入推进财税体制改革,夯实财政经济发展基础,健全财政保障及约束机制,加快建立适应社会主义市场经济发展要求的现代财政制度,以有力促进国家治理体系和治理能力现代化。
[Abstract]:Modern state governance is characterized by diversified governance subjects, multi-directional operation mode, clear function boundary, and emphasis on the spirit of contract. Finance is the material basis, institutional guarantee, policy tools and supervision means for effective implementation of national governance. To give full play to the foundation and important pillar role of finance in modern national governance, it is necessary to further firmly establish the market concept, the spirit of contract and the consciousness of ruling by law in view of the challenges faced by the construction of institutions and the operation of finance. The concept of appropriate security and modern financial governance concepts such as international vision, further promote the reform of the fiscal and taxation system, consolidate the foundation of financial and economic development, and improve the financial security and restraint mechanism, To speed up the establishment of a modern financial system adapted to the requirements of the development of the socialist market economy so as to promote the modernization of the national governance system and governance capacity.
