公共服务购买场域的制度逻辑冲突与应对策略

【摘要】：制度是现代社会治理的基本途径,它对社会治理施加影响的必要选择就是制度具有影响行为的"适当性逻辑",而治理主体的多元化是现代社会治理的典型特征。行动者的性质及其行动模式,都是由制度建构并受其制约的。公共服务购买是一个政府与多元行为主体相互博弈的场域,这些行为主体遵循着既定的制度逻辑,但每种制度逻辑本身意味着理性,因此制度逻辑之间的冲突可能会让行为主体无所适从。服务购买场域中的行动者需要在多重制度逻辑综合作用的情况下,采取有效的冲突应对策略,以达致现代社会治理的目标。
[Abstract]:Institution is the basic way of modern social governance, and its necessary choice to exert influence on social governance is that the institution has the "appropriate logic" of influencing behavior, and the diversification of governance subject is the typical feature of modern social governance. The nature of actors and their modes of action are constructed by and restricted by institutions. The purchase of public service is a field in which the government and the multiple actors play games. These actors follow the established institutional logic, but each kind of institutional logic itself means rationality. Therefore, the conflict between the logic of the system may make the actors at a loss. In order to achieve the goal of modern social governance, the actors in the field of service purchase need to adopt effective conflict coping strategies under the condition of multiple institutional logic.
