水利工程人工费价格调整指数计算方法研究

【摘要】：我国政府不断加大水利建设投资,使得水利投资费用在宏观经济中的位置不断提升,例如南水北调工程、三峡工程等举世闻名的大型水利项目。因此,我国科研人员一直在探索关于水利工程项目造价方面的研究。我国目前普遍使用定额法编制估算、预算、概算等造价文件,但在我国经济市场迅速发展,以及人工费水平不断增长的背景下,现有的定额人工单价水平已不再能够满足迅速发展的市场经济,因此对人工费指数进行调整显得至关重要。本文通过分析国内外研究现状,针对我国具体国情,对水利工程人工费调整的必要性进行了论证研究;通过研究我国工人人工费的构成及其影响因素,将人工费转化为工日消耗量和日工资单价两部分,根据人工费价格调整指数测算思路,对水利工程人工费调整指数的计算方法进行研究,并以位于湖北、河南、河北、北京和天津这三省二市的水利工程为例,对水利工程人工费调整指数进行了实例研究。其结果表明,通过该方法计算的人工费调整指数是合理的,具有良好的实际应用价值。
[Abstract]:Our government has been increasing the investment in water conservancy construction, which makes the investment cost of water conservancy more important in the macro economy, such as the South-to-North Water transfer Project, the three Gorges Project and other world-famous water conservancy projects. Therefore, Chinese researchers have been exploring the cost of water conservancy projects. At present, we generally use the quota method to compile cost documents such as estimates, budgets, budget estimates, etc. But in the context of the rapid development of our economic market and the increasing level of labor costs, The existing fixed labor unit price level can no longer meet the rapidly developing market economy, so it is very important to adjust the labor cost index. In this paper, the necessity of labor cost adjustment in water conservancy projects is demonstrated and studied by analyzing the current research situation at home and abroad and aiming at the specific conditions of our country. By studying the composition of labor fee and its influencing factors in China, the labor cost is transformed into two parts: daily consumption and daily wage unit price. According to the idea of calculating labor price adjustment index, The calculation method of labor cost adjustment index of water conservancy project is studied. Taking the water conservancy project located in Hubei, Henan, Hebei, Beijing and Tianjin as an example, the adjustment index of labor cost of water conservancy project is studied. The results show that the labor cost adjustment index calculated by this method is reasonable and has good practical application value.
