对财政支撑社会救助的思考

【摘要】：正一、财政支撑社会救助的意义近年来,湖北省荆门市东宝区牢固树立主体责任意识,善于运用财政支持手段,把贯彻落实《社会救助暂行办法》作为保障困难群众基本生活、维护困难群众生存权益和人格尊严的重要举措抓紧抓好,不断完善制度、规范管理、创新机制、加大投入,基本实现了救助范围覆盖城乡、制度框架基本建立、操作程序科学规范、困难群众应保尽保的目标,建立起了以城乡低保、农村五保、自然灾害救助为主,以临时救助、社会互助为补充,以医疗、教育、住房、
[Abstract]:First, the significance of financial support for social assistance in recent years, Dongbao District of Jingmen City, Hubei Province, has firmly established a sense of principal responsibility, is good at using financial support means, and regards the implementation of the interim measures for Social Assistance as a guarantee for the basic life of the people in need. The important measures to safeguard the survival rights and interests and human dignity of the masses in need are to grasp the important measures, constantly improve the system, standardize management, innovate the mechanism, and increase investment, basically realizing the scope of relief covering urban and rural areas, and the establishment of a basic institutional framework. The operation procedures are scientific and standardized, and the objective of protecting the masses in difficulty should be guaranteed to the best of their ability.
