对加强基层组织收入工作的思考

【摘要】：正组织收入是税务部门的天职,由于受计划、税源、政策以及税收收入环境等因素的影响和制约,基层税务部门当前组织收入工作依然面临不少问题和严峻挑战。例如,税收计划性增收与政策性减收的矛盾突出,经济下行压力与转型升级倒逼压力同时存在,外需不振与内需增长潜力有待发掘的状况仍没有根本转变,企业生产经营成本普遍上升与部分行业产能过剩的问题仍日益凸显,等等。如何保持税收收入的可持续增长,进一步加强基层
[Abstract]:Organizational income is the natural duty of tax departments. Due to the influence and restriction of planning, tax sources, policies and tax revenue environment, the current organizational income work of grass-roots tax departments is still faced with many problems and severe challenges. For example, the contradiction between planned tax revenue increase and policy reduction is prominent, the downward pressure on the economy and the pressure forced by the transformation and upgrading exist at the same time, and the situation of sluggish external demand and the potential of domestic demand growth remains untapped, and there is still no fundamental change in the situation.
