哈尔滨市地方政府融资平台风险预警研究

【摘要】:地方政府融资平台在推动城市化基础设施建设、促进产业化发展和拉动内需等方面均发挥着重要的作用。但在现行体制和运行机制下,地方政府融资平台的运作也不同程度地存在着诸多风险,如果不进行深入分析和科学管控,势必会给地方经济建设与发展造成负面影响。 该项研究以风险管理理论、债务危机理论和公债理论为基础,对哈尔滨市地方政府融资平台的发展情况及风险防控现状进行阐述,并与国内其他城市和地区的地方政府融资平台综合情况进行比较分析,以此作为风险预警研究的事实依据。在对哈尔滨市地方政府融资平台存在的宏观政策、债务偿还、债务运作三大方面的风险及形成原因进行定性分析的基础上,找出其风险形成及传导的内在逻辑与根源。按照相关的设计原则,确立了风险预警体系流程,对风险进行定量研究。分别从宏观、中观、微观三个层面选取对风险水平具有重大影响作用的10个预警指标,采用模糊综合评价法,建立风险预警模型,并以哈尔滨市水务投资集团为实例,验证风险预警模型,依据验证结果,客观评估了水投集团的风险等级以及债务的可持续性。并分别从建立预警组织体系、完善制度法规和建立预警结果处理机制三个方面提出了风险预警有效实施的综合保障措施。以实现动态监控哈尔滨市融资平台债务资金运作情况的全面开展,为及时调整和化解债务风险,促进哈尔滨市地方政府融资平台的健康可持续发展提供技术支持和经验参考。
[Abstract]:Local government financing platform plays an important role in promoting the construction of urbanization infrastructure, promoting industrialization and stimulating domestic demand. However, under the current system and operation mechanism, there are many risks in the operation of local government financing platform. If we do not carry out in-depth analysis and scientific control, it will inevitably have a negative impact on local economic construction and development. Based on the theory of risk management, the theory of debt crisis and the theory of public debt, this paper expounds the development of Harbin local government financing platform and the current situation of risk prevention and control. Compared with other local government financing platforms in other cities and regions in China, this paper takes this as the factual basis of risk early-warning research. On the basis of qualitative analysis of the macro-policy debt repayment and debt operation of Harbin local government financing platform the internal logic and origin of its risk formation and transmission are found out. According to the relevant design principles, the risk early warning system process is established, and the risk is studied quantitatively. This paper selects 10 early warning indexes which have great influence on risk level from three levels of macro, meso and micro respectively, adopts fuzzy comprehensive evaluation method, establishes risk early warning model, and takes Harbin Water Affairs Investment Group as an example, and takes Harbin Water Affairs Investment Group as an example, and uses the fuzzy comprehensive evaluation method to establish the risk early warning model. The risk pre-warning model is verified and the risk grade and debt sustainability are evaluated objectively according to the verification results. The comprehensive safeguard measures for the effective implementation of risk early warning are put forward from three aspects: the establishment of early warning organization system, the perfection of system laws and regulations, and the establishment of early warning result handling mechanism. In order to dynamically monitor the debt fund operation of Harbin City financing platform, provide technical support and experience reference for adjusting and resolving the debt risk in time and promoting the healthy and sustainable development of Harbin Local Government financing platform.
