积极推行乡镇国库集中支付制度改革

【摘要】：正2013年,河南省财政在深入调研的基础上,决定在全省推行乡镇国库集中支付制度改革。截至2015年6月底,改革共涉及乡镇2123个,占乡镇总数的比例为95%,累计纳入改革的预算单位8229个,占乡镇预算单位总数的比例达90%以上,基本实现了"横向到边、纵向到底"的改革目标,极大提高了财政资金运行效率和透明度,规范了财政资金支付行为。把握时机,顺势而为(一)建章立制,规范改革。河南省于2003年启动省级国库管理制度改革,2004年进一步扩大到省级各部门,并逐
[Abstract]:In 2013, Henan Province, on the basis of in-depth investigation, decided to implement the reform of the centralized payment system of township treasury in the whole province. By the end of June 2015, the reform had involved 2123 townships and townships, accounting for 95% of the total number of townships and towns. A total of 8229 budget units had been incorporated into the reform, accounting for more than 90% of the total number of township budget units. The goal of "vertical to bottom" reform greatly improves the efficiency and transparency of the operation of financial funds, and standardizes the behavior of payment of financial funds. Seize the opportunity, conform to the trend (1) establish a system, standardize reform. Henan Province launched the reform of provincial treasury management system in 2003, and further expanded to provincial departments in 2004.
