中国公务用车集约化管理研究

【摘要】:自20世纪80年代,我国就开始了公务用车管理的改革,公务用车在提高政府行政效率,保证国家机关正常运转的同时,也出现了诸如公车私用、公车消费膨胀等不合理的现象发生,损伤了政府形象,引起社会公众的不满,不利于塑造政府的公信力和社会的长治久安,公务用车管理出现的很多问题都没得到解决,反而愈演愈大,公务用车管理饱受诟病。2014年中央公车改革文件发布,取消副部级领导干部的公务用车以及一般公务用车,发放公务交通补贴。但随之而来又出现一系列问题,譬如公务用车拍卖“废铁价”、交通补贴“一刀切”使得部分地区出行只拿补贴不减车辆现象等。针对这些问题,本文结合我国以及各地区的实际情况,提出了公务用车集约化管理的观点,即利用经济学集约化管理的优势,政府集中配置公务用车、人力、财力等一切资源,结合运用完善的法律制度、高新技术手段等使得公务用车的利用率达到最高,起到节约行政成本,提高行政效率的作用。
[Abstract]:Since 1980s, China has started the reform of the management of official vehicles. Official vehicles have been used for private use while improving the efficiency of government administration and ensuring the normal operation of state organs. Unreasonable phenomena such as the expansion of bus consumption have damaged the image of the government, aroused the dissatisfaction of the public, and are not conducive to shaping the credibility of the government and the long-term stability of the society. Many of the problems in the management of official vehicles have not been resolved, on the contrary, the bigger and bigger, the management of official vehicles has been criticized. In 2014, the central bus reform document was released. The official vehicles of the leading cadres at the deputy ministerial level were cancelled and the official transport subsidies were issued. However, a series of problems followed, such as the auction of "scrap iron prices" for official vehicles. Transportation subsidy "one-size-fits-all" makes some areas only get subsidies without reducing the phenomenon of vehicles. In view of these problems, this paper puts forward the point of view of intensive management of official vehicles combined with the actual situation of our country and various regions. That is, the use of the advantages of intensive management of economics, the government centralized allocation of official vehicles, human, financial and other resources, combined with the use of a sound legal system. The high-tech means make the utilization ratio of official vehicles reach the highest level, which can save the administrative cost and improve the administrative efficiency.
