论习近平“治国必治边、治边先稳藏”战略思想的科学内涵与重大意义

【摘要】："治国必治边、治边先稳藏"的基本释义中,"治"是治理,而非统治;"边"是边疆,不仅包含地理意义也隐喻关系对照;"稳"是稳定,是治理的表现而非治理的唯一目的。"治国必治边、治边先稳藏"战略思想的基本内涵可表述为:治理国家必须要治理边疆,治理边疆首先要治理西藏,治理西藏首要确保西藏稳定,要在国家治理的视野和框架下做好西藏稳定工作。习近平"治国必治边、治边先稳藏"战略思想是马克思主义国家学说的当代发展,是中国边疆治理思想的继承和创新,是推进国家治理体系和治理能力现代化的重大理论成果,是实现中华民族伟大复兴的新理念新思想新战略,也是指导西藏社会治理的重要遵循。
[Abstract]:In the basic interpretation of "governing the country must be ruled by the side of the country," the "rule" is governance, not the rule; the "edge" is the border area, which contains not only geographical meaning but also metaphorical comparison; "stability" is stability. The basic connotation of the strategic thought of "governing the country must govern the border, and the border must be ruled by Tibet," the basic connotation of the strategic thought can be expressed as follows: in governing the country, one must govern the frontier areas, and the first thing to govern the frontier areas is to govern Tibet. To govern Tibet, first and foremost, to ensure Tibet's stability, we must do a good job in Tibet's stability under the vision and framework of state government.#china_person0# 's strategic thought of "governing the country must govern the border, first stabilizing Tibet" is the contemporary development of the Marxist theory of state. It is the inheritance and innovation of China's borderland governance thoughts, the major theoretical achievements in promoting the modernization of the national governance system and governance capacity, and the new ideas and new strategies for realizing the great rejuvenation of the Chinese nation. It is also an important guide to Tibet's social governance.
