制度、政策与运行机制:瑞典创新驱动发展研究与启示

【摘要】：创新是国家持续发展的根本动力。瑞典从技术模仿者发展为创新强国,其创新历程与治理特征值得研讨。瑞典福利国家市场经济制度,决定了瑞典在广泛福利基础上以市场竞争为原则的创新政策。政策作为制度的重要媒介,经历了发展技术生产子系统,发展知识、技术生产与市场子系统,均衡发展各子系统及其互动联接等发展阶段,塑造了创新运行机制从政府主导向政府与大企业共同主导、再向包容性市场主导的转变历程。瑞典创新发展经历存在独特之处,也具有普遍特征,对中国创新驱动发展具有重要启示。
[Abstract]:Innovation is the fundamental driving force for the sustainable development of the country. Sweden has developed from a technological imitator to an innovative power, and its innovation process and governance characteristics are worth discussing. It is determined that Sweden's innovative policy, which is based on the principle of market competition on the basis of broad welfare, has experienced the development of technological production subsystem, development of knowledge, technological production and market subsystem as an important medium of the system. The balanced development of various subsystems and their interactive links have shaped the process of transformation of innovative operating mechanism from government leading to government and large enterprises leading, and then to inclusive market leadership, etc. The Swedish innovation and development experience has its own unique features. Also has the universal characteristic, has the important enlightenment to the Chinese innovation drive development.
