政务微博信息公开公众满意度测评研究

【摘要】：当前,大数据技术的普遍应用、新媒体技术的蓬勃发展,微博在我国呈现出与日俱增的态势,逐渐引起了各级人民政府和相关部门的重视。在各类微博中政务微博发展速度最为迅猛,各级政府机关和国家公务职员的微博也逐渐发展成为政务微博的核心。政务微博在传达民意、融合民智、信息传送、保障公共活动等方面提供了强有力的帮助,政府机构开始使用微博平台与公众进行对话、解疑,这成为政务信息公开的工作常态。政务信息公开由被动地“问政”到主动地探索信息时代的新型沟通方式,政务微博的发展开启了一个执政创新、反应迅速、沟通及时、双向互动的“微博问政”信息时代。为推动政务微博健康有序的发展,充分发挥政务微博在政府社会治理中增加政务信息公开透明度、提高公众互动性和提高政府治理水平等方面的作用,应着重研析公众满意度的影响因素和政务微博信息公开管理流程的问题。对政务微博讯息公开的满意度进行测评能够保障信息主体的责任认知,保障政府信息公示的规范性、政府信息公开的合法性、落实民主化价值理念、提高社会公众信息意识,促使公众最大限度的接受、利用政务信息资源,在善用政务微博信息的同时规范政务微博的有序发展,使其成为加强和创新政府信息管理的重要形式,为实现社会公平的价值理念、促进社会的和谐稳定提供了具有力的保障。政务微博信息公开是政务机构开展信息过程中不可或缺的一部分,公众的肯定和支持是检测政务信息公开服务工作的重要标准。现如今政务信息公开过程中的信息内容的真实性、信息范畴的范围、信息的时效性等再很大程度上得不到公众的肯定。文章总结国内外政务微博信息公开、公众满意度测评等相关理论对政务信息公开中存在的问题进行分析并提出合理的对策。
[Abstract]:At present, with the widespread application of big data technology and the vigorous development of new media technology, Weibo is showing a growing trend in China. It has gradually aroused the attention of people's governments at all levels and relevant departments. Of all kinds of Weibo, the speed of the development of the political affairs Weibo is the fastest. Weibo, a member of government organs and state officials at all levels, has also gradually developed into the core of the government administration, Weibo, which has provided strong help in conveying public opinion, integrating people's wisdom, transmitting information, and safeguarding public activities, and so on. Government agencies began to use Weibo's platform for dialogue with the public, which has become the normal work of government information publicity. Government information disclosure has changed from passively "asking for political affairs" to actively exploring new forms of communication in the information age. The development of government affairs Weibo has opened a ruling innovation, rapid response, timely communication, two-way interactive information age of "Weibo asking for political affairs." in order to promote the healthy and orderly development of the government affairs Weibo, Give full play to the role of government affairs Weibo in increasing the transparency of government information in social governance, enhancing public interaction, and raising the level of government governance, etc. It is necessary to analyze the influencing factors of public satisfaction and the problems of information publicity management process of Weibo. The evaluation of the satisfaction degree of public information disclosure in government administration Weibo can ensure the responsibility cognition of information subject and the standardization of government information publicity. The legitimacy of government information disclosure, the implementation of the value concept of democratization, the enhancement of public information awareness, the promotion of public acceptance to the maximum extent, the utilization of government information resources, the proper use of government information by Weibo, and the regulation of the orderly development of government affairs Weibo, To make it an important form of strengthening and innovating government information management, in order to realize the value concept of social equity, Promoting social harmony and stability provides a powerful guarantee. Information disclosure of government affairs Weibo is an indispensable part of the process of developing information in government institutions. The affirmation and support of the public is an important standard for detecting the service of government information disclosure. Nowadays, the authenticity of the information content and the scope of the information category in the process of government information disclosure, To a large extent, the timeliness of information can not be affirmed by the public. This paper summarizes the information disclosure of Weibo, the public satisfaction evaluation and other relevant theories to analyze the problems in the disclosure of government information and put forward reasonable countermeasures.
