金堂县城市流浪乞讨人员社会救助管理问题研究

【摘要】：建立完善的社会保障体系,保证每个居民的基本生活是政府的职责,也是我们每一个共同努力才能完成的。当让我们每个健全的人不能完全依靠社会的保障,更多的是需要个人的努力去创作财富。然而对于那些社会流浪来讲,他们因为各种不同的原因失去了家园或者是失去了独立创作财富的能力。因此就需要社会进行救助,来解决他们的实际生活问题。所以,建立健全社会保障体系,做好城市流浪乞讨人员社会救助管理是非常有必要的,这也是体现当地政府执政能力的一种表现。本文以四川成都金堂县为例,参照国内外城市流浪乞讨人员救助管理工作的优秀经验,综合运用实地调查、访谈等多种方法,探讨金堂县城市流浪乞讨人员救助管理工作存在的缺陷,对应提出弥补策略。整篇论文一共五章,第一章分析论文研究意义、背景、展开文献综述;研究思路和方法以及论文整体的创新之处。第二章分析流浪乞讨人员的救助工作的相关理论和概念;第三章分析了金堂县城市流浪乞讨人员社会救助管理现状进行分析;第四章分析了金堂县城市流浪乞讨人员社会救助管理工作存在的问题以及原因分析;第五章提出了完善金堂县城市流浪乞讨人员社会救助管理工作的对策。研究发现,金堂县城市流浪乞讨人员社会救助管理工作主要存在以下的问题:权利本位的救助理念;救助配套设施落后;部门协调难等问题。针对客观存在的不足和缺陷,有针对性地提出优化解决策略:分层救助和管理;完善制度建设;塑造救助管理文化等诸多的解决的措施。金堂县城市流浪乞讨人员社会救助管理具有一定的代表性,本文提出的城市流浪乞讨人员社会救助管理有利于解决当地的管理工作。同时对我国其他地区的社会流浪乞讨人员社会救助工作有实际的参考价值和指导意义。
[Abstract]:It is the responsibility of the government to establish a sound social security system to ensure the basic life of every resident, and it is also the responsibility of each of us to work together. It takes a lot of personal effort to create wealth. But for those societies, they lose their homes or their ability to create wealth independently for a variety of reasons. To solve their real life problems. Therefore, it is very necessary to establish and improve the social security system and do a good job in the management of social assistance for urban vagrants and beggars. This is also a manifestation of the ability of the local government to govern. This paper takes Jintang County, Chengdu, Sichuan Province as an example, referring to the excellent experience in the rescue and management work of urban vagrants and beggars at home and abroad, and synthetically using field investigations, interviews, and other methods. This paper probes into the defects of the management of urban vagrants and beggars in Jintang County, and puts forward corresponding compensation strategies. The first chapter analyzes the significance, background and literature review of the whole paper. The second chapter analyzes the relevant theories and concepts of the relief work of vagrants and beggars, the third chapter analyzes the current situation of the management of social assistance for vagrants and beggars in Jintang County. Chapter 4th analyzes the existing problems and causes of the social assistance management of urban vagrants and beggars in Jintang County, and Chapter 5th puts forward the countermeasures to perfect the management of social assistance for urban vagrants and beggars in Jintang County. There are the following problems in the management of social assistance for urban vagrants and beggars in Jintang County: the concept of right-based assistance; the backwardness of rescue facilities; the difficulty of coordination between departments. This paper puts forward some measures to solve the problems, such as hierarchical relief and management, perfecting system construction, shaping relief management culture and so on. The social assistance management of urban vagrant beggars in Jintang County is representative. The social assistance management of urban vagrants and beggars proposed in this paper is helpful to solve the local management work and has practical reference value and guiding significance for the social relief work of social vagrants and beggars in other areas of our country.
