新疆阜康市科级干部培训问题调查研究

【摘要】：切实加强和改进干部培训工作,对于提高领导干部队伍的整体修养,保持经济持续快速健康发展,推动社会和谐,努力实现中国梦具有举足轻重的作用。因此,十分重视干部培训工作是摆在当前各级组织人事部门的一个迫在眉睫的问题。地方科级干部在当代我国政治体制中发挥着举足轻重的作用。他们作为一个有中国特色的队伍,具有数量大、作用突出、岗位重要、角色特殊等特性。他们素质修养的高低从长远角度来讲影响着党和国家政府的形象,更代表着中国共产党的兴衰成败。加强和提升地方科级干部工作能力和素质修养,是摆在当前地方政府紧迫和重要的问题。此片论文以科级干部教育培训问题调查研究为内容,首先从它的产生到形成一定的体制机制过程入手再谈到目前一些值得借鉴和推广的比较成熟的经验和做法等方面进行阐述。其次对科级干部教育培训工作中遇到和存在的一些突出问题以及问题产生的根源进行剖析。最后借鉴国内外关于干部培训工作一些好的做法和经验,就如何加强科级干部培训工作提出具有针对性的对策和建议。调查表明,目前新疆阜康市科级干部培训主要存在培训内容缺乏针对性和实效性、培训方法和表现形式相对简单、对培训效果评估不明显、培训制度的体制机制不健全等问题。其成因主要有培训内容与需求不相适应、培训机制与市场机制相矛盾、培训体制与社会发展不相适应。本人认为,要分析目前阜康市科级干部培训遇到的使命,进一步强化和改进干部培训工作；坚持和改善干部培训制度,规范干部理论考核,强化干部培训的限制鼓励机制,调整和改进干部的调训工作,进一步完善考评体系和机制,更好地做好科级干部培训工作。
[Abstract]:Strengthening and improving cadre training is of vital importance to improving the overall cultivation of leading cadres, maintaining sustained, rapid and healthy economic development, promoting social harmony, and striving to realize Chinese Dream. Attaching great importance to the training of cadres is an urgent problem in organizing personnel departments at all levels at present. Local cadres at the section level play an important role in the contemporary political system of our country. They are a team with Chinese characteristics. They have the characteristics of large quantity, prominent role, important posts, special roles, etc. In the long run, the level of their quality and accomplishment affects the image of the party and the state government. It also represents the success or failure of the Communist Party of China. It is an urgent and important issue for the current local governments to strengthen and enhance the work ability and quality cultivation of local section cadres. This paper focuses on the investigation and research on the education and training of cadres at the section level. First of all, from its emergence to the formation of a certain institutional mechanism process, then talk about some of the current experience and practices that are more mature and worthy of reference and promotion. Secondly, it is encountered in the education and training of cadres at the section level. And some outstanding problems and the root causes of the problems. Finally, we should learn from some good practices and experiences in the training of cadres at home and abroad. This paper puts forward some countermeasures and suggestions on how to strengthen the training of section level cadres. The investigation shows that at present, the training contents are lack of pertinence and effectiveness, and the training methods and forms of expression are relatively simple in Fukang City, Xinjiang. The evaluation of training effect is not obvious, the institutional mechanism of training system is not perfect and so on. The main reasons are that the training content and demand are not suitable, the training mechanism is contradictory with the market mechanism, and the training system is not suitable for the social development. It is necessary to analyze the missions encountered in the training of cadres at the department level in Fukang City, further strengthen and improve the training of cadres, adhere to and improve the system for training cadres, standardize the theoretical examination of cadres, and strengthen the restrictive and encouraging mechanism for training cadres. We will readjust and improve the training of cadres, further improve the evaluation system and mechanism, and do a better job in the training of cadres at the section level.
