“一带一路”战略的政策设计分析

【摘要】：2013年9月,中国国家主席习近平访问哈萨克斯坦期间首次倡议共建“丝绸之路经济带”。同年10月,习主席访问东盟国家,在印度尼西亚国会演讲中提出要同东盟国家共同建设“21世纪海上丝绸之路”。随后,“推进丝绸之路经济带、海上丝绸之路建设,形成全方位开放新格局”写入《中共中央关于全面深化改革若干重大问题的决定》。至此,“丝绸之路经济带”与“21世纪海上丝绸之路”正式升级为国家顶层设计,并称“一带一路”。该战略的提出,不仅符合目前国际形势走向以及国际格局变化,同时也是我国在社会转型时期解决国家发展的阶段性问题的时代性选择。本文旨在对“一带一路”战略内涵和意义的理论层面充分总结分析的基础上,从“差序格局”的视角,对该战略的政策设计进行分析。文章以中国为视角,将“一带一路”战略与古代丝绸之路进行了纵向比较,与TPP进行了横向比较;还分析了沿线国家的政治、经济、文化和国际、地区、国内三个层面所面临的挑战,包括美、俄、印等国家的博弈、多双边合作关系中的态度、地区发展中扮演的角色等。此外文章引入“差序格局”的社会学理论,通过对目前我国在“一带一路”战略中的产业推进的差序性和空间布局的差序性的资料进行整理分析,并将我国在转型期的地区协调发展放在“一带一路”战略大背景进行分析,阐明这对我国的政治、经济、文化以及国家形象的可能产生的深层次影响以及面对的问题,并试着提出几点建议。
[Abstract]:In September 2013, Chinese President Xi Jinping first advocated the establishment of a "Silk Road Economic Belt" during his visit to Kazakhstan. On October of the same year, President Xi visited ASEAN countries. In his speech to the Indonesian Parliament, he proposed to work with ASEAN countries to build the "Maritime Silk Road on 21th century." then, "promote the Silk Road Economic Belt and the Maritime Silk Road," The decision of the CPC Central Committee on the Comprehensive deepening of Reform was written into the decision on forming a New All-round opening pattern. Thus far, the Silk Road Economic Belt and the Maritime Silk Road on 21th century were formally upgraded to the top-level design of the country. It is also called "Belt and Road." the proposed strategy is not only in line with the current trend of the international situation and the changes in the international pattern, At the same time, it is also a time choice for China to solve the stage problem of national development in the period of social transformation. This paper aims to sum up and analyze the connotation and significance of "Belt and Road" strategy from the perspective of "different order pattern". This paper analyzes the policy design of this strategy. From the perspective of China, the article compares the "Belt and Road" strategy with the ancient Silk Road vertically and horizontally with the TPP, and also analyzes the politics and economy of the countries along the route. Cultural and international, regional and domestic challenges, including the game between the United States, Russia, India and other countries, and the attitude in the multi-bilateral cooperative relations, In addition, the article introduces the sociological theory of "differential order pattern", and analyzes the data of industrial advance and spatial layout of China in the strategy of "Belt and Road". And put the coordinated development of our country in the transition period on the background of "Belt and Road" strategy, expound the possible deep influence and problems on the politics, economy, culture and national image of our country. And try to make a few suggestions.
