海南光伏产业发展中的政府角色研究

【摘要】：作为太阳能领域应用最广泛、发展速度最快的光伏产业,因为资源储备条件好、技术应用水平高、对环境保护性好等现有的优势,受到各国的高度重视。在西方发达国家使用各种补贴政策大力支持光伏产业发展的背景下,中国也兴起了发展光伏产业的高潮。在地方政府强有力政策扶植之下,中国光伏产业从无到有、遍地开花。作为中国最南端的岛屿省份,海南发展光伏产业具有独天独厚的优势条件。在海南省委省政府“大企业进入,大项目带动”产业战略的推动下,海南光伏产业已经具备了从生产到下游应用的完整产业链。本文以光伏产业发展中政府扮演的角色为研究切入点,运用产业政策以及公共管理学理论,基于政府的内在角色认知与外在的角色期待展开论述,分析海南光伏产业发展现状以及其主要问题,为落实海南光伏产业政策履行政府角色提供对策和建议。本文主要分为五章。第一章是绪论,简述了本文的研究背景及意义,对文中的核心概念进行了界定,分析国内外研究现状,并阐述了本文研究所运用的理论基础与研究方法。第二章分析了海南光伏产业发展的现状及政府扮演的角色,指出了政府在光伏产业发展中的发挥的积极和消极作用。第三章以国内光伏产业龙头企业——无锡尚德的破产重组为反面案例,剖析我国地方政府在发展光伏产业中角色误区和经验教训。第四章分析了发达国家在发展光伏产业中政府角色的成功定位,提出了可以学习和借鉴的经验。在上述分析研究的基础上,第五章具体提出海南光伏产业发展中政府应扮演角色的对策和建议。
[Abstract]:As the most widely used and fastest developing photovoltaic industry in the field of solar energy, because of the advantages of good resource reserve, high level of technology application, good environmental protection and so on, Under the background of western developed countries using various subsidy policies to vigorously support the development of photovoltaic industry, China has also risen the climax of developing photovoltaic industry. Under the support of strong local government policies, Chinese photovoltaic industry from scratch, blooming everywhere. As the southernmost island province in China, Hainan has a unique advantage in developing photovoltaic industry. Hainan photovoltaic industry has a complete industrial chain from production to downstream applications. In this paper, the role of the government in the development of photovoltaic industry as a starting point, the use of industrial policy and public management theory, based on the government's internal role cognition and external role expectations are discussed. This paper analyzes the current situation of the photovoltaic industry in Hainan and its main problems, and provides countermeasures and suggestions for the implementation of the policy of the photovoltaic industry in Hainan to fulfill the role of the government. This paper is divided into five chapters. The first chapter is the introduction, briefly describes the research background and significance of this paper, defines the core concepts of the paper, and analyzes the current research situation at home and abroad. The second chapter analyzes the development of the photovoltaic industry in Hainan and the role played by the government. This paper points out the positive and negative role of the government in the development of photovoltaic industry. Chapter three takes the bankruptcy and reorganization of Wuxi Suntech, a leading domestic photovoltaic industry enterprise, as a negative case. Chapter 4th analyzes the successful positioning of the role of the government in the development of photovoltaic industry in developed countries. On the basis of the above analysis and research, Chapter 5th puts forward the countermeasures and suggestions that the government should play a role in the development of Hainan photovoltaic industry.
