群众路线视域下的信访制度研究

【摘要】：信访制度作为党和政府践行群众路线的一项民主制度,在我国的政治发展中发挥着极其重要的作用,但是我们也要看到信访制度无论是在法理上、机构运行上,还是在信访实践当中存在着许多的问题,亟待我们去解决。论文着眼于从党的群众路线的角度探究信访工作中出现的问题与不足,通过践行群众路线的原则和方法完善信访制度的运行。当代中国的信访制度是党的群众路线实践的产物,同时二者具有共通的政治诉求和法理基础。由于信访制度内在结构的缺陷和群众利益表达机制的缺失,造成信访制度运行中存在着法理、制度和实践的问题,主要表现在信访的功能错位、信访机构设置不合理以及信访问题的解决效率不高。以党的群众路线观点去指导我国的信访工作,要求我们既要合理调动群众参与的积极性,又要从根本上减少信访问题的发生;以党的群众工作方法完善信访工作制度,要求我们既要问政于民,又要还政于民;以党的群众工作机制畅通信访渠道,要求我们完善群众利益诉求表达机制、加强群众工作综合评价机制、构建社会稳定风险评估机制。群众路线这三个方面的原则和方法有机地融入到信访实践当中,才能使信访工作成为党和政府密切联系群众的桥梁和纽带,使信访部门成为党和政府进行群众工作实践的助手和阵地,为党和政府及时了解民意、化解矛盾与纠纷提供帮助,同时也为宣传党和政府的路线、方针和政策以及国家的法律法规提供重要的渠道。最终我们要通过完善信访制度,更加密切党和政府与人民群众的关系,为凝聚人心,建设中国特色社会主义,实现中华民族伟大复兴的中国梦提供动力与保障。
[Abstract]:As a democratic system for the Party and the government to practice the mass line, the petition system plays an extremely important role in the political development of our country. However, we should also see that the petition system is not only in the legal principle but also in the operation of the institutions. Still, there are many problems in the practice of letters and visits, which need to be solved urgently. This paper focuses on exploring the problems and deficiencies in the work of letters and visits from the perspective of the party's mass line. Improve the operation of the petition system by practicing the principles and methods of the mass line. The system of letters and visits in contemporary China is the product of the practice of the mass line of the Party. At the same time, they have the same political appeal and legal basis. Due to the defects of the internal structure of the petition system and the absence of the expression mechanism of the interests of the masses, there are problems of legal theory, system and practice in the operation of the petition system. It is mainly manifested in the dislocation of the function of letters and visits, the unreasonable setting up of petition organizations and the inefficiency in solving the problems of letters and visits. To guide the work of letters and visits in our country from the viewpoint of the party's mass line, we are required to reasonably mobilize the enthusiasm of the masses to participate in the work. It is also necessary to fundamentally reduce the occurrence of the issue of letters and visits; to improve the work system of letters and visits by the Party's mass work methods, we are required not only to ask the people for political affairs but also to return them to the people; and to use the mass work mechanism of the party to open channels for letters and visits. We are required to improve the mechanism for expressing the interests of the masses, strengthen the comprehensive evaluation mechanism of mass work, and construct a risk assessment mechanism for social stability. The principles and methods of these three aspects of the mass line are organically integrated into the practice of letters and visits. In order to make the work of letters and visits a bridge and a link for the party and the government to keep in close touch with the masses, to make the petition department become the assistant and position of the party and the government in carrying out the mass work practice, and to provide assistance to the party and the government in timely understanding of public opinion and in resolving contradictions and disputes, At the same time, it also provides an important channel for publicizing the line, principles and policies of the party and the government, as well as the laws and regulations of the state. Finally, we will strengthen the relationship between the party and the government and the masses of the people by improving the system of letters and visits, so as to rally people's hearts. Chinese Dream, who built socialism with Chinese characteristics and realized the great rejuvenation of the Chinese nation, provided the impetus and guarantee.
