西安市公共休闲服务设施供给的对策研究

【摘要】：对城市居民而言,其在休闲方面的需求,会随着经济的发展、城镇化步伐的加快而越来越明显,但是目前的实际情况却主要以各种商业类型的服务来满足人们对休闲的需求,本文通过揭示国内公共休闲服务供给量不足、服务单一,无法满足城市居民的休闲需求的现状,并借鉴英美国家的发展经验,对国内公共休闲服务设施供给提出一定具有建设性的建议,在解决目前国内公共休闲服务设施供需矛盾、为公众谋取最大化福利方面具有一定的现实意义。本文在分析休闲需求服务观念、社区居民休闲活动和公共休闲服务设施使用情况等的基础上,结合对西安市社区居民的实地调研和问卷调查,研究了西安市公共休闲服务设施供给的对策。本文在写作的过程中参考了国内外大量文献,研究本领域的有关基本理论。以西安市作为实证调研区域,从西安市的公共休闲发展需求与消费情况、公共休闲服务设施供给等几个方面,分析了西安市公共休闲服务的供需现状及所存在的问题。笔者在西安市选取了几个具有代表性的社区作为调研对象,进行了调查问卷的发放与实地调研,通过调研分析西安市公共休闲服务设施的供给情况,并对现存问题进行了分析。并在文中分析了英美两国城市公共休闲服务供给的发展历程和现状,以探究西方发达国家的相关发展经验对我国起到的借鉴意义。最后结合调研的结果以及西方发达国家相关的可借鉴的经验,对西安市公共休闲服务设施供给的发展提出了从法规政策支持、资金保障、干预机制、优惠政策扶持到纳入政府绩效考核等六大对策,希望对西安市公共休闲服务设施供给的研究提供一些建议和帮助。
[Abstract]:For urban residents, their leisure needs will become more and more obvious with the development of the economy and the acceleration of urbanization. However, the actual situation at present is mainly to meet the needs of people for leisure with various types of commercial services. This paper reveals the current situation that the supply of domestic public leisure service is insufficient and the service is single, which can not meet the leisure needs of urban residents, and draw lessons from the development experience of the United States and the United States. To put forward some constructive suggestions on the supply of domestic public leisure service facilities, and to resolve the contradiction between supply and demand of domestic public leisure service facilities. It is of practical significance to maximize welfare for the public. Based on the analysis of the concept of leisure demand service, the leisure activities of community residents and the use of public leisure service facilities, etc. Based on the field investigation and questionnaire survey of community residents in Xi'an, this paper studies the countermeasures of the provision of public leisure service facilities in Xi'an. In the process of writing, this paper refers to a large number of literature at home and abroad. To study the basic theory of this field. Taking Xi'an as an empirical research area, from the demand and consumption of public leisure development in Xi'an, the supply of public leisure service facilities, etc. The present situation of supply and demand of public leisure service in Xi'an and the existing problems are analyzed. In Xi'an, several representative communities are selected as the research objects, and the questionnaire and field investigation are carried out. Based on the investigation and analysis of the supply of public leisure service facilities in Xi'an, the paper analyzes the existing problems, and analyzes the development course and present situation of the urban public leisure service supply in the United States and the United States. In order to explore the relevant development experience of the western developed countries to play a reference to China. Finally, combined with the results of the survey and the relevant experience of Western developed countries, Six countermeasures are put forward for the development of Xi'an public leisure service facilities, such as legal policy support, fund guarantee, intervention mechanism, preferential policy support, and integration into government performance appraisal. I hope to provide some suggestions and help for the study of Xi'an public leisure service facilities.
