淮安市创新社会管理研究

【摘要】：创新社会管理之所以成为时代的需求,是因为随着中国进入经济转型的加速期,各类社会热点和矛盾叠加出现,百姓对于利益诉求有着更高的要求,各种思潮相互渗透影响。近年来,淮安市以建设新淮安、促进经济稳步增长、人民群众生活水平大幅提高为目标,积极探索具有淮安特色的社会管理新路径,在保障和推进全市经济社会又好又快发展进程中不断提高社会管理的层次和级别。当前,淮安针对前期社会管理存在的问题,深入探索和分析问题存在的原因,对症下压,同时借鉴其他地区的优秀成功经验,探索出一条符合淮安当地实际的探索路径,主要在民生服务、项目建设、治安防控等领域进行开拓创新,形成了"社会稳控评价体系"、"126信访工作新模式"和"城市网络化评估机制"等诸多创新性成果。然而,由于社会系统的复杂性,社会需求趋向多元化,新的社会问题层出不穷,淮安市社会建设和管理工作仍需要不断提升与完善。通过制定一系列的评价办法才能更加合理有效地发展社会管理创新。淮安急需建立起符合当地实际和民情的评价办法和体系,同时,参考其他省市已经出台的社会建设考核评价指标体系。在借鉴其他省市的考核评价指标体系时,不是简单地照搬和移植,而是进行有选择地借鉴,并根据自身特点和新的形势、任务有所调整。在创新社会管理的具体路径方面,建议淮安市结合城市化、工业化、信息化、市场化和社会化的时代背景,积极开拓和探索创新社会管理的新思维和新举措。首先,加快推进城市化建设。在社区管理方面,可以借鉴杭州的经验,引入市场化机制,发扬社区民主,推行社区服务证书制度和标准化建设;保障性住房方面,应建立多种多样的筹资举措,来为建设保障性住房争取资金支持,同时充分利用空缺房屋资源,保障流动人口有地可住;在规范拆迁方面,应注重"利益协调"和"情绪管理",保护历史文化建筑和古迹;推动农民市民化进程朝着和谐有序的方向发展。第二,在工业化层面进行创新。要保证工业产品的质量,建立相关的机制,确保产品安全,建立危机应对体系;环境管理方面,要进一步完善重大项目社会风险评估机制,健全环境信访机制,加大督查和整治力度,建立生态补偿机制和专业化的环境纠纷调解机制;安全生产管理方面,应从指导、企业经营、监督和行政审批制度改革四个方面着手;对于农民工及外来务工人员的管理,需要合理合法,高能有效地做好服务保障工作。第三,加速推进网络信息化。一方面强化网络管理能力,可以借鉴镇江的网络管理经验,成立互联网协会,采取"疏"而非"堵"的手段,建立部门间的沟通协调机制,坚持开放包容理性对待的原则;同时,用信息化带动社会管理的发展,以北京东城区的经验为借鉴,在淮安其他区县积极开展利用网络创新社会管理工作。对一些社会资源,通过互联网进行采集和整合,譬如通过社交的网络来构建群众、社会组织以及政府等多方沟通平台。第四,利用社会化大趋势来进行管理。淮安需要将公共服务分割出一部分给市场,政府担负的更少,却能服务的更好。社会化和市场化能够很好地替政府分担其肩上的压力和重担,同时能够使社会管理更高效、更好地运作,社会化的大趋势是时代不断进步的产物,也是创新社会管理的必经之路。于此同时,鉴于淮安的经济条件,其具有的公共资源相对于省内其他城市也较为匮乏。通过市场化的进入,能有效地缓解政府资源匮乏的压力和负担。
