湖北省基层社会治理精细化问题研究

【摘要】：社会治理是党和国家工作的重要一环,关系着我党执政理念和执政能力的体现,也关系着国家治理体系和治理能力现代化的实现。基层则是社会治理的出发点、关键点和落脚点,做好基层社会治理工作有利于巩固党的执政基础。随着全面深化改革的深入,潜藏的社会矛盾和社会问题被激化,并逐渐显现出来,给基层社会治理带来了极大的挑战。社会治理精细化的提出是对治理理念的进一步深化和发展,它在治理理念的基础上注重“精”和“细”,能最大限度地降低治理成本和提高治理水平,有利于在形势复杂的改革深化时期提高治理水平,有助于实现社会治理体系和治理能力现代化的目标,对顺利全面建成和谐社会、小康社会意义重大,也是最终实现国家富强、民族振兴、人民幸福的中国梦的必经之路。本文以湖北省基层社会治理精细化问题为研究对象,共五个部分。第一部分为绪论,介绍了本研究的研究背景、研究意义,并分别从国内外两个角度叙述了学术界对本论题的研究成果。第二部分为理论概述部分,着重分析社会治理的概念、精细化的涵义以及社会治理精细化的界定,指出社会治理精细化的重要意义。第三部分对湖北省基层社会治理精细化现状进行分析,总结取得的成果,包括全省基本公共服务水平提高、弱势群体的基本权益得到保障、精准扶贫工作的顺利开展、网络信息平台建设等。第四部分是深入分析湖北省基层社会治理精细化中存在的问题,包括对精细化治理认识不清、治理主体权责边界模糊、社会公众参与度不高、治理方式过于单一等。第五部分是提出提高基层社会治理精细化水平切实可行的对策建议,包括转变基层政府治理理念、建立普惠+特惠的新型公共服务模式、加快政府流程再造、培育社会组织、建构科学的绩效评估体制机制等,从这些方面入手,以期能够有效提升基层社会治理精细化水平。
[Abstract]:Social governance is an important part of the work of the Party and the state, which is related to the embodiment of our Party's governing concept and governing ability, and also to the realization of the modernization of the national governance system and governance ability, and the grass-roots level is the starting point of social governance. With the deepening of the reform in an all-round way, the latent social contradictions and social problems have been intensified and gradually revealed. It brings great challenges to social governance at the grass-roots level. The elaboration of social governance is a further deepening and developing of the concept of governance. Based on the concept of governance, it pays attention to "fine" and "fine", which can minimize the cost of governance and improve the level of governance, which is conducive to improving the level of governance in the period of complex reform and deepening. It is of great significance to achieve the goal of modernization of the social governance system and governance capacity, to build a harmonious society smoothly and in an all-round way, to build a well-off society, and to finally realize the prosperity and strength of the country and the revitalization of the nation. The only way for Chinese Dream to be happy is to study the problem of social governance at the grass-roots level in Hubei Province. The first part is the introduction, which introduces the research background and significance of the study. The second part is the theoretical overview, focusing on the analysis of the concept of social governance, the meaning of refinement and the definition of social governance. The third part analyzes the present situation of social governance in Hubei province, summarizes the achievements, including the improvement of the basic public service level in the province, and the protection of the basic rights and interests of the vulnerable groups. The smooth development of precision poverty alleviation work, the construction of network information platform and so on. Part 4th is a thorough analysis of the problems existing in the refinement of social governance at the grass-roots level in Hubei Province, including the unclear understanding of fine governance, the ambiguity of the boundaries of the authority and responsibility of the main body of governance, The 5th part is to put forward the feasible countermeasures and suggestions to improve the fine level of social governance at the grass-roots level, including changing the concept of governance at the grass-roots level. To establish a new mode of public service, speed up the government process reengineering, cultivate social organizations, and construct a scientific performance evaluation system and so on, in order to effectively improve the level of grass-roots social governance refinement.
