综合类农村民间组织经济内循环自助模式研究——以山西永济蒲韩乡村民间组织为例

【摘要】：综合类农村民间组织在乡村的社会治理和公共服务中发挥着独特的、不可替代的作用,已经成为农村社会发展的趋势之一,但一些民间组织因受制于资金的短缺和组织资源的贫乏,发生了性质或职能的转向甚至解体。山西永济蒲韩乡村民间组织在实践中探索了综合类民间组织的经济内循环自助模式,其主旨和核心是,在坚持为乡村提供公共服务的方向、保障民间组织的自主性的基础上,以盈利版块的业务支持非盈利版块事务,以盈利和资金互助来提升和扩大公共服务,以公共服务的供给来扩大市场和赢得声誉。由此,实现了民间组织的盈利部门与非盈利部门之间的合作与共赢、组织与成员和在地村民的互惠和互利。经济内循环自助模式为解决综合类民间组织的可持续发展提供了一个可资借鉴的样式和可供参考的思路。
[Abstract]:Comprehensive rural non-governmental organizations play a unique and irreplaceable role in rural social governance and public service, and have become one of the trends of rural social development. However, some civil society organizations are constrained by the shortage of funds and the scarcity of organizational resources. In practice, the rural non-governmental organizations in Yongji Pu Han, Shanxi Province, have explored the economic internal circulation self-help model of comprehensive non-governmental organizations, the main purpose and core of which is to adhere to the direction of providing public services to the villages. On the basis of safeguarding the autonomy of non-governmental organizations, support the non-profit sector affairs with the business of the profit-making section, promote and expand public services with profit and mutual financial assistance, expand the market and gain reputation with the supply of public services. It has realized the cooperation and win-win between the profit department and the non-profit department of the civil society organization. The mutual benefit and mutual benefit of the organization and the members and the villagers in the local area. The self-help mode of economic internal circulation provides a reference style and train of thought for solving the sustainable development of comprehensive non-governmental organizations.
