社会组织促进青年就业的现状及对策研究

【摘要】:我国有着世界上最多的青年就业人口,约占到我国总人口的35%左右,在规模如此庞大的青年就业人口中,仍有相当高比例的青年未实现就业。根据国家统计局网站的统计数据显示,2013年我国城镇登记失业率4.1%,而青年的失业率为12%左右。可以发现,青年的失业率要远高于社会的平均失业率,意味着在城镇失业的所有人中,绝大多数是青年群体。青年人口就业不仅关系青年人自身的生活状况,而且关系到社会的稳定和国家的长远发展。近年来社会组织蓬勃发展为青年就业开辟了新渠道,且潜力巨大。促进青年在社会组织中的就业不仅可以在很大程度上解决青年人口的就业问题,而且可以为社会组织的发展注入新的活力,实现双赢。但目前来说,由于社会组织自身发展的现状及青年自身的就业特点等原因,社会组织吸纳青年就业功能与服务青年就业功能均没有得到有效发挥。本文旨在通过研究青年群体就业特点与就业取向以及社会组织发展现状与吸纳促进青年就业的状况,找出社会组织促进青年就业的契合点,促进青年群体实现就业。文章一共分为五个章节,第一章阐述了本文研究背景和研究意义,并对国内外社会组织促进青年就业的研究进行了文献回顾,以明确国内外目前的研究现状,为本文的写作找准立足点,并力求本文在研究内容和研究方法上有所创新;第二章对社会组织、青年与就业等概念进行了阐释与界定,并论述了就业的相关理论,为分析青年在社会组织中的就业问题提供理论上的支撑;第三章主要阐述青年群体面临的就业形势及其特点。这部分首先从国内环境、国际环境以及就业市场主体的多元化等方面分析了青年群体面临的就业形势,并重点分析了青年群体的就业特点和就业倾向,表明了促进青年群体就业的重要意义;第四章分析了社会组织促进青年就业的现状、潜力和问题。在这一部分,首先剖析了社会组织促进我国青年群体就业的现状,主要从社会组织吸纳青年就业和社会组织服务青年就业两个层面进行了阐述。然后又分析了社会组织促进青年就业的潜力,对目前社会组织促进就业的潜力进行了重新的估算,最后分析了社会组织在促进青年就业的过程中面临的问题。第五章主要对社会组织促进青年就业提出了相关的政策建议。本部分主要从增强社会组织吸纳青年就业的能力、服务青年就业的能力以及促进青年自身的发展以增强慈善组织就业的水平等方面进行了相关的阐述。
[Abstract]:China has the largest youth employment population in the world, accounting for about 35% of our total population. According to the statistics on the website of the National Bureau of Statistics, in 2013, the registered unemployment rate in cities and towns in China was 4.1 percent, while the youth unemployment rate was about 12%. The youth unemployment rate is much higher than the average unemployment rate in society, which means that the vast majority of the unemployed in cities and towns are youth groups. The employment of young people is not only about the living conditions of young people themselves, And it has a bearing on the stability of society and the long-term development of the country. In recent years, the vigorous development of social organizations has opened up new channels for youth employment. Promoting the employment of young people in social organizations can not only solve the employment problems of the youth population to a large extent, but also inject new vitality into the development of social organizations and achieve a win-win situation. Because of the current situation of the social organization's own development and the employment characteristics of the youth itself, The function of social organization in absorbing youth employment and serving youth employment has not been effectively brought into play. The purpose of this paper is to study the characteristics and orientation of youth employment, the present situation of social organization development and the situation of absorption and promotion of youth employment. The article is divided into five chapters. The first chapter describes the background and significance of this study. In order to clarify the current research situation at home and abroad, to find a foothold for the writing of this paper, and to strive for innovation in the research content and research methods; The second chapter explains and defines the concepts of social organization, youth and employment, and discusses the relevant theories of employment, which provides theoretical support for the analysis of youth employment in social organizations. The third chapter mainly expounds the employment situation and its characteristics of youth groups. Firstly, this part analyzes the employment situation of youth groups from the aspects of domestic environment, international environment and the diversification of the main body of the job market. It also analyzes the characteristics and tendency of youth employment, and shows the significance of promoting youth employment. Chapter 4th analyzes the current situation, potential and problems of social organizations promoting youth employment. This paper first analyzes the present situation of social organization in promoting the employment of youth groups in China, mainly from the two aspects of absorbing youth employment by social organizations and serving youth employment by social organizations, and then analyzes the potential of social organizations to promote youth employment. The current potential of social organizations to promote employment has been reassessed, Finally, it analyzes the problems that social organizations face in the process of promoting youth employment. Chapter 5th puts forward relevant policy recommendations for social organizations to promote youth employment. This part mainly focuses on strengthening the capacity of social organizations to absorb youth employment. The ability of serving youth employment and promoting the development of youth themselves to enhance the level of employment of charitable organizations are expounded.
