“西部计划”志愿者队伍结构优化研究

【摘要】:“大学生志愿服务西部计划”(以下简称“西部计划”)自2003年开展以来,共有来自全国1000多所高校的18万应届毕业生和在读研究生奔赴中西部22个省(市、自治区)以及新疆生产建设兵团的2100多个县进行为期1-3年的志愿服务。随着志愿项目的不断增加,志愿者规模的不断扩大,志愿者队伍结构存在的问题也日益凸显,成为影响志愿服务效果、影响“西部计划”科学有序发展的重要制约因素。本文以“西部计划”大学生志愿者、用人单位、项目办负责人为研究对象,运用相关理论,从“西部计划”的实施及志愿者队伍结构的概况入手,概括了“西部计划”志愿者队伍的基本情况与特点,并通过分析、论证,将“西部计划”志愿者队伍结构优化标准分为身份、学历、学科、动机、岗位等五个方面,并分别指出每一方面志愿者队伍结构失衡(存在的问题)的原因。针对这些原因,结合“西部计划”实际情况,提出相应对策,即完善志愿者招募机制、规范志愿者使用流程、落实志愿者保障政策等。
[Abstract]:Since 2003, a total of 180,000 fresh graduates and graduate students from more than 1, 000 colleges and universities in China have gone to 22 provinces (cities) in central and western China. The autonomous region) and more than 2,100 counties of the Xinjiang production and Construction Corps perform volunteer service for 1-3 years. With the increasing number of volunteer projects and the constant expansion of the number of volunteers, the problems in the structure of the volunteer team become increasingly prominent. It has become an important restricting factor to influence the effect of voluntary service and the scientific and orderly development of "Western Plan". This paper takes the volunteers of the university students, the employing unit and the person in charge of the project office as the research object, and applies the relevant theories. Starting with the implementation of the "Western Plan" and the general situation of the structure of the volunteer team, this paper summarizes the basic situation and characteristics of the volunteer team in the "Western Plan", and through analysis and demonstration, The criteria for optimizing the structure of volunteers in the Western Plan are divided into five aspects: identity, academic background, discipline, motivation, position, and so on. The reasons for the imbalance in the structure of the volunteer team in each aspect are pointed out respectively, and the reasons for these reasons are pointed out. According to the actual situation of "Western Plan", this paper puts forward the corresponding countermeasures, that is, perfecting the mechanism of recruiting volunteers, standardizing the flow of using volunteers, and carrying out the policy of guaranteeing volunteers, etc.
