【摘要】：海洋观念是人类海洋实践活动的先导。从“兴渔盐之利,通舟揖之便”的古代传统海洋观,经“闭关锁国”畏惧海洋的心态,乃至当今我国“实施海洋开发”的开放姿态,我国海洋价值观经历了一个曲折发展的历程。2012年我国政府在南海设立三沙市,对西沙群岛、中沙群岛、南沙群岛的岛礁及其海域实施管辖,彰显了海岛行政管理在海洋权益争端中的重要作用,也充分表明了我国政府对海岛行政价值观的科学认知。然而国内对海岛行政价值观的研究还十分匮乏,进一步加强对我国南海海岛行政价值观研究并在此基础上总结其发展的规律与趋势对我国采取新的海洋行政实践活动具有重要的指导意义。本文在运用比较分析法的基础上,以国内外行政价值观研究成果为基础,借鉴西方发达国家海洋价值观研究的典型经验,对海岛行政价值观的含义、特征、具体表现形式及其体系等内容做出界定。同时运用文献分析法对新中国成立以来南海海岛行政实践活动作出梳理,总结不同阶段海岛行政价值观的内涵与状况,并深入分析其价值观演变的规律与影响因素。结合三沙市的设立进行案例分析,提出引导南海海岛行政价值观演变的引导策略,为我国实施南海海岛行政管理行为提供认知和思想武器。全文共分为六个部分:第一部分为绪论:围绕海岛行政价值观,主要介绍了文章的研究背景与研究意义,以及国内外的相关研究综述。第二部分为海岛行政价值观的理论研究:评析现有的相关概念,尝试界定海岛行政价值观的内涵。研究海岛行政价值观的特征、形成机理及其体系等,系统总结海岛行政管理独特的功能、意义,探索海岛行政价值观的研究范式。第三部分为南海海岛行政价值观演进:通过搜集我国近现代社会的相关历史文献进行分析,以改革开放为节点,将其划分为改革开放前的南海海岛行政价值观和改革开放以来南海海岛行政价值观。通过对不同时期海岛行政典型事件的剖析,总结我国南海海岛行政价值观所呈现出来的基本内容、态势和规律。第四部分为南海海岛行政价值观演变的理论分析:通过梳理南海海岛行政价值观的发展史,总结南海海岛行政价值观演变的规律并深入分析引起价值观演变的内外在动力因素。第五部分以三沙为例分析南海海岛行政价值观的演变:通过搜集关于三沙市行政建置的相关政策文本,剖析我国设立三沙市的行政价值,解读我国政府实施行政行为背后的态度、观念等认知体系。第六部分为南海海岛行政价值观演变的引导策略:结合新中国成立以来南海海岛行政价值观的发展与三沙市的成立,尝试提出南海海岛行政价值观发展的引导策略,为我国实施南海行政行为提供建议。
[Abstract]:The idea is to guide human practice. This paper uses comparative analysis method on the basis of the domestic and foreign administrative values based on the research results, from the typical experience of western developed countries to study marine values, on the island of administrative value meaning, characteristics, forms and contents of system definition. At the same time by using the methods of literature analysis make the South China Sea Islands and the administrative practice of Chinese established since the new comb, summarize the connotation of island administrative values in different stages and status, and in-depth analysis of factors influencing the evolution rule and its values. With the establishment of three Shashi case analysis, proposed to guide the evolution of the South China Sea Islands and administrative value guide strategy for the implementation of the South China Sea Island administration the management of China's cognitive and ideological weapon.
