我国老年社会福利制度“转型”问题研究

【摘要】：我国长期以来采用的“补缺型”老年社会福利制度早已无法应对人口老龄化带来的严峻挑战，在此形势下结合我国经济社会发展的现实情况，政府和学术界共同提出了要向“适度普惠型”社会福利制度的“转型”目标。建立并不断完善适度普惠型老年社会福利制度，让更多的民众受惠于老年社会福利制度的发展，这也是我国民生建设领域里“中国梦”的重要实现方式。本文采用了文献研究法、比较研究法、实地调查法等分析方法，详细分析了我国目前老年社会福利制度的发展状况与取得的成就，探讨了我国老年福利制度由传统的“补缺型”向“适度普惠型”的转型，以及在该转型过程中面临的问题与制约因素，并通过借鉴日本、美国、英国等典型国家在向适度普惠型福利制度转型过程中的经验，最终提出适合我国国情的老年福利制度转型的发展模式与构建路径。同时，通过对太原市的5个社区进行老年福利实施方面的相关调查，，让笔者了解到目前社区中老年福利服务体系的开展情况，例如目前社区中提供哪些老年福利服务、能否满足老年人物质层面的需求与精神层面的需求、这些服务的提供取得了哪些成效、并存在哪些问题等，将理论分析与调研结果进行了相互结合。我国在向适度普惠型老年社会福利制度“转型”过程中虽然已取得了很大成效，但仍然存在老年福利服务机构供需不平衡、老年福利产业发展滞后、老年服务专业化人才缺乏等情况。因此，要尽快完善我国老年福利制度方面的相关法律规范、加快老年福利服务提供的“软硬件”设施建设、使供给主体向多元化方向发展，才能使我国老年社会福利制度成功转型。研究我国老年福利制度的合理“转型”，推动“转型”的顺利实施，改善老年社会福利制度的效果，才能使老年社会福利制度在“中国梦”的实现过程中发挥应有的功能。
[Abstract]:The social welfare system for the aged, which has been adopted for a long time in China, has been unable to cope with the severe challenges brought by the aging of the population. The government and academic circles jointly put forward the goal of "transformation" to the "moderately inclusive" social welfare system, and set up and continuously improve the moderately inclusive social welfare system for the elderly, so that more people can benefit from the development of the social welfare system for the elderly. This is also China's livelihood construction in the field of "Chinese Dream" an important way to achieve. This paper uses the methods of literature research, comparative research, field investigation and so on, to analyze in detail the development and achievements of the social welfare system for the elderly in China. This paper probes into the transition of the old age welfare system of our country from the traditional "supplement type" to the "moderate inclusive type", as well as the problems and restrictive factors in the process of the transformation, and by learning from Japan and the United States, The experience of Britain and other typical countries in the process of transition to moderately inclusive welfare system finally puts forward the development mode and construction path of the transition of the elderly welfare system suitable for the national conditions of our country. At the same time, through the investigation on the implementation of the elderly welfare in five communities in Taiyuan, the author can find out the current situation of the community welfare service system for the elderly, such as what kind of elderly welfare services are provided in the community at present. Whether it can meet the material and spiritual needs of the elderly, what has been achieved in the provision of these services, and what problems exist, the theoretical analysis and research results are combined. Although great achievements have been made in the process of "transition" to moderately inclusive social welfare system for the elderly in China, there is still imbalance between supply and demand of social welfare institutions for the elderly, and the development of the elderly welfare industry lags behind. Therefore, it is necessary to improve the relevant legal norms of the elderly welfare system in our country as soon as possible, speed up the construction of "hardware and software" facilities provided by the elderly welfare service, and make the main body of the supply develop in a diversified direction. Can make our country old age social welfare system successful transformation. Only by studying the rational "transformation" of the elderly welfare system in China, promoting the smooth implementation of the "transformation" and improving the effect of the social welfare system for the elderly can the social welfare system of the elderly play its due function in the realization of "Chinese Dream".
