【摘要】：基础设施具有普惠性的作用,但其资金需求量大,前期投入成本高。在基础设施的筹建中,各国政府都面临资金匮乏的情况。PPP模式作为一种新的投融资模式,很好的诠释了一种新型的政府与社会资本之间的关系。运用PPP模式的意义体现在三个方面。首先,PPP模式最重要的意义在于可以刺激市场的活跃度,同时能够加快促进政府转变职能。其次,借助市场的技术和竞争优势,发挥市场相比于政府独有的优势,提高为人民群众服务的水平。最终,一定程度上能够带来政府、社会资本和公众共赢的局面。由于中国目前对于PPP模式仍处于探索阶段,因此政府无论在角色扮演,还是在工作定位上尚存在许多问题。首先双重身份交错,纠纷受理难;其次,政府的行政级别以及管理职权划分不清楚,协调管理难。由此导致诸如政府的参与角色与监管角色冲突等问题。基于上述问题,本文结合我国基本国情,主要对PPP模式中各参与方的关系进行了理论分析,特别是在理论上对政府在基础设施领域PPP模式中的理性角色进行了分析和路径探索。这为我国基础设施领域PPP模式中政府职能的转变和理性定位提供了理论基础和依据。本文研究的现实意义:提高PPP模式在基础设施领域运行的成功率;推动基础设施领域政府职能改变,提高基础设施供给水平。理论意义:有助于丰富基础设施领域PPP模式的理论研究;为我国基础设施领域PPP模式中理性政府角色定位提供了一定的理论参考。本文在以下两个方面体现了一定的创新性:第一,研究视角上的创新。论文以政府角色定位作为研究视角,体现了一定的创新性。第二,研究内容上的创新。本文考察了我国政府在基础设施领域PPP模式中职能转变的迫切性和难点,借鉴国外基础设施领域PPP模式中的政府角色,提出了理性政府角色的路径探索,在内容上体现了一定的创新性。
[Abstract]:Infrastructure has an inclusive role, but its capital demand is large, and the cost of pre-investment is high. In the process of infrastructure construction, the governments of all countries are facing the situation of lack of funds. PPP model is a new mode of investment and financing. A good explanation of the relationship between a new type of government and social capital. The significance of using the PPP model is reflected in three aspects. First of all, the most important significance of the PPP model is that it can stimulate the activity of the market. At the same time, it can speed up the transformation of government functions. Secondly, with the help of the technical and competitive advantages of the market, the market can give play to the unique advantages of the market compared with the government, and raise the level of service for the people. As China is still exploring the PPP model, there are still many problems in the role playing and work orientation of the government. The relationship between each participant in PPP mode is analyzed theoretically. In particular, the rational role of the government in the PPP model in the field of infrastructure is analyzed and explored theoretically, which provides a theoretical basis for the transformation and rational orientation of government functions in the PPP model in the field of infrastructure in China. The practical significance of this study is to improve the success rate of PPP in the field of infrastructure; To promote the change of government functions in the field of infrastructure and to improve the level of infrastructure supply. Theoretical significance: it is helpful to enrich the theoretical research of PPP model in the field of infrastructure; It provides a certain theoretical reference for the rational government role positioning in the PPP model of infrastructure in China.
