镇海区事业单位公开招聘存在问题和对策研究

【摘要】:事业单位是我国特有的组织形式,是计划经济时代产物,随着市场经济体制和改革开放的不断深入,其传统的人事管理制度已弊病丛生,特别是在选人用人方面存在很多的障碍,无法选拔出高质量的人才。为进一步实现事业单位人事管理的科学规范化,2005年国家人事部出台了《事业单位公开招聘人员暂行规定》,对事业单位公开招聘进行了全面规范,要求“凡进必考”。公开招聘的推行,是人事制度一项重要改革,健全了事业单位人事管理,优化了人才资源配置,创造了公开、公平、择优的竞争环境,受到了社会、单位和考生大力欢迎和高度肯定。但事业单位公开招聘制度是个新事物,也是涉及多方面的系统工程,在具体实践中存在很多问题,本文采用提出问题—分析问题—解决问题的总体思路对事业单位公开招聘工作进行了调查研究。首先对事业单位公开招聘的背景和特点进行了概述。简要介绍了事业单位公开招聘的相关概念界定,阐述了做好事业单位公开招聘的意义,以及影响其的一些重要因素。其次介绍镇海区事业单位公开招聘现状,详细阐述公开招聘的基本程序、主要做法和取得的成效。再次在进行广泛文献搜集和分析的基础上,找出了镇海区事业单位公开招聘存在的问题,通过内部访谈和外部调研得到了第一手资料,在此基础之上逐一分析镇海区事业单位问题形成的原因,强调镇海区事业单位公开招聘由于受到社会经济发展条件的限制、传统文化的惯性影响和管理制度建设滞后等原因,导致了镇海区事业单位目前公开招聘的现状。最后针对镇海区事业单位实际,借鉴其它地区公开招聘的成功经验,对镇海区事业单位公开招聘建议方案进行了重点、详细的分析论述,为镇海区事业单位解决公开招聘提供借鉴。
[Abstract]:Institutions are the unique organizational form of our country and the product of the planned economy era. With the deepening of the market economic system and the reform and opening up, the traditional personnel management system has been plagued by problems. In particular, there are a lot of obstacles in selecting and employing people. In order to further realize the scientific standardization of personnel management in public institutions, in 2005, the Ministry of personnel issued the interim regulations on Open recruitment of personnel in institutions, which comprehensively standardized the open recruitment of personnel in institutions. The implementation of open recruitment is an important reform of the personnel system, which has improved personnel management in institutions, optimized the allocation of human resources, created an open, fair, and merit-based competitive environment, and has been subjected to society. Units and candidates are strongly welcome and highly positive. But the open recruitment system for public institutions is a new thing and involves a wide range of systematic projects. There are many problems in concrete practice. In this paper, the author makes an investigation and study on the open recruitment of public institutions by using the general thinking of putting forward problems, analyzing problems and solving problems. Firstly, the background and characteristics of open recruitment in institutions are summarized, and a brief introduction is made. The definition of the relevant concepts of open recruitment in institutions, This paper expounds the significance of doing a good job in open recruitment of public institutions and some important factors affecting it. Secondly, it introduces the present situation of open recruitment of institutions in Zhenhai area, and expounds in detail the basic procedures of open recruitment. On the basis of extensive literature collection and analysis, we have found out the problems existing in the open recruitment of public institutions in Zhenhai District, and obtained first-hand information through internal interviews and external research. On this basis, this paper analyzes the causes of the problems of public institutions in Zhenhai area one by one. It emphasizes that the open recruitment of institutions in Zhenhai area is restricted by the conditions of social and economic development, the inertia of traditional culture and the lagging of the construction of management system, and so on. Finally, aiming at the actual situation of the institutions in Zhenhai District and drawing on the successful experience of other regions' open recruitment, this paper focuses on the proposal scheme of open recruitment for public institutions in Zhenhai District. Detailed analysis and discussion, for Zhenhai institutions to solve open recruitment to provide reference.
