广州建设项目优化审批流程研究

【摘要】：行政审批是我国广泛采用的一种行政管理方式,它在我国经济发展过程中有着重大的影响。在我国积极进行行政审批改革,推动政府职能由“管理型”向“服务型”转变的背景下,2013年广州以建设项目为切入点,展开了建设项目审批流程优化,通过整合审批流程、改变审批方式、压缩时间限时办结、提供咨询服务、实现信息共享,从而达到优化审批流程、提高审批效率的目的。经过两年多的实践,广州建设项目优化审批流程工作取得了一定的成效,但是优化审批流程的措施在某些部门、某些区域推行得并不顺利,建设项目审批领域一直以来被投资人所诟病的“审批多、审批难、审批时间长”等问题并未得到根本解决。为促进广州建设项目审批流程进一步优化,本文选取广州建设项目审批流程优化作为研究对象,对广州建设项目优化审批流程方案及方案实施后的审批现状进行详细介绍,通过观察法、访谈法等研究方法,着重从制度设置、实施细节、硬件配套三个方面总结优化审批流程存在的问题,运用碎片化理论分析问题存在的原因。笔者认为行政管理碎片化及公民服务导向不明确是问题存在的根源。针对存在的问题,笔者建议要在清理审批事项的基础上,以“多规合一”为信息平台、以政务中心为物理载体,构建各审批部门间有效的协调机制,对建设项目开展联合审批,通过审批制度创新,推动各审批部门由“以批代管”到“批管结合、服务为上”的职能转变,从而切实提高建设项目审批效率。
[Abstract]:Administrative examination and approval is a kind of administrative management widely adopted in our country. It has a great influence in the process of our country's economic development. In our country, the reform of administrative examination and approval has been carried out actively. Under the background of promoting the transformation of government functions from "management" to "service", in 2013 Guangzhou took the construction project as the starting point and carried out the optimization of the approval process of construction project. By integrating the examination and approval process, changing the examination and approval method, reducing the time and time limit, Guangzhou completed the project. To provide consulting services to realize information sharing, so as to optimize the approval process and improve the efficiency of examination and approval. After more than two years of practice, the work of optimizing the approval process of Guangzhou construction projects has achieved certain results. However, the measures to optimize the approval process have not been carried out smoothly in some departments and in certain regions. The field of approval for construction projects has always been criticized by investors for "more approvals and more difficult approvals." In order to promote the further optimization of Guangzhou construction project approval process, this paper selects Guangzhou construction project approval process optimization as the research object. This paper gives a detailed introduction to the optimized approval process of Guangzhou construction project and the status quo of the approval after the implementation of the plan. Through the research methods of observation and interview, the emphasis is placed on the system setting and implementation details. This paper summarizes the problems existing in optimizing the approval process from three aspects of hardware matching, and analyzes the causes of the problems by using the fragmentation theory. The author thinks that the fragmentation of administrative management and the unclear orientation of citizen service are the root causes of the problems. The author suggests that on the basis of clearing up the examination and approval items, taking "multi-planning in one" as the information platform and the government affairs center as the physical carrier, we should construct an effective coordination mechanism among the examination and approval departments to carry out joint examination and approval of construction projects. Through the innovation of the examination and approval system, the functions of the examination and approval departments should be changed from "batch management" to "batch management combination, service first", so as to improve the efficiency of construction project examination and approval.
