我国国家治理能力现代化的困境与路径探究

【摘要】：通往现代化的转型道路总是险象环生。改革开放以来,伴随着国内政治体制改革与经济体制改革取得的巨大成就,一系列社会问题交杂其间,导致社会矛盾也日渐突出,全能全控的管理模式逐渐趋弱。同时,伴随着社会经济的快速发展与社会的不断进步,人们的公民意识不断加强,已经不想继续做国家管理的“他者”,而是期望更为深入的参与其中,并获得主体地位,在某些时候,通过正常渠道难以满足这种期望,则会选择“非制度性”意见表达。这些都给国家治理格局带来了新的挑战。如何有效缓解社会转型期中复杂的社会矛盾问题,不断推进国家治理能力现代化,为社会经济发展创造和谐稳定的社会环境,完善国家治理模式,实现国家的长治久安,也就成为了亟待解决的问题。本文以现代化与全球化进程作为时代转型背景,通过研究新中国成立以来我国国家治理能力的历史演进,深入分析当前我国国家治理能力现代化所面临的转型期中社会阶层关系的断裂与失衡、腐败与权力寻租、主流价值边缘化危机以及全球治理环境趋紧等现实困境,提出建立政府、市场、社会合作互成的国家治理联动机制;实现法治思维下执政党的现代化转型;培育社会主义核心价值观,凝聚改革共识,以此探寻我国国家治理能力现代化的路径。目前我国仍处于社会转型的关键时期,影响国家治理能力现代化进程的因素变数极大,社会基本状况的复杂性决定了中国改革应是多层次、多角度推进,深入研究我国国家治理能力现代化面临的挑战,深刻认识国家治理能力现代化的内在规律,对于全面建成小康社会并最终实现中华民族伟大复兴的中国梦具有极其重要的意义。
[Abstract]:The road of transition to modernization is always dangerous. Since the reform and opening up, with the great achievements made in the reform of the domestic political system and the reform of the economic system, a series of social problems have intermingled, resulting in social contradictions becoming increasingly prominent. At the same time, with the rapid development of social economy and the continuous progress of society, people's civic consciousness has been strengthened. No longer want to continue to be the "other" of state administration, but rather to be more involved and gain the status of subject, and at some point it is difficult to meet this expectation through normal channels. They will choose "non-institutional" opinion expression. All of these have brought new challenges to the national governance pattern. How to effectively alleviate the complex social contradictions in the social transition period and continuously promote the modernization of the national governance capacity, To create a harmonious and stable social environment for the development of social economy, to perfect the mode of national governance and to realize the long-term stability of the country has become an urgent problem to be solved. This paper takes the process of modernization and globalization as the background of the transformation of the times. By studying the historical evolution of China's national governance ability since the founding of New China, this paper analyzes deeply the breakage and imbalance of social stratum relations, corruption and power rent-seeking in the transition period of the modernization of China's national governance ability. The crisis of the marginalization of mainstream value and the tightening of the global governance environment put forward the establishment of the government, market and social cooperation system of national governance, and the realization of the modernization transformation of the ruling party under the thinking of rule of law. Cultivating the socialist core values and condensing the common sense of reform in order to explore the path of the modernization of China's national governance capacity. At present, our country is still in the critical period of social transformation, and the factors that affect the modernization process of the national governance capacity are extremely variable. The complexity of the basic social conditions determines that China's reform should be carried out from multiple levels and angles. The challenges faced by the modernization of China's national governance capacity are deeply studied, and the inherent laws of the modernization of the national governance capacity are deeply understood. Chinese Dream, who built a well-off society in an all-round way and finally realized the great rejuvenation of the Chinese nation, is of great significance.
