农村“四老”人员在和田地区稳定发展中的作用研究

【摘要】：改革开放39年以来,党中央及国务院高度重视新疆工作,作出了一系列加快新疆发展和稳定的重大战略决策,确定了“稳疆兴疆、富民固边”的战略目标,明确了新疆工作在西部大开发工作大局中的重要位置,进一步加大了政策扶持力度,为新疆经济社会发展指明了正确方向。新疆党委及人民政府在党中央正确引领下,与全疆各族人民共同奋进,走出了一条具有新疆特色的发展道路,使新疆经济得到快速发展的同时实现国民经济日益上升。但是“7.5”事件以来,“三股势力”的破坏活动对于新疆稳定发展造成了极大的影响,全疆各地发生的暴恐案件明示我们新疆维稳工作仍需进一步加强。和田地区维稳工作在整个新疆维稳工作中占有重要地位。近年来和田地区各县市在扎实落实好各项维稳工作要求的基础上,不断创新维稳工作方法,以稳定为核心,整合各方面的力量,以高度责任感确保该地区社会大局稳定。其中,和田地区充分利用农村“四老”人员优势,注重将一部分热心的农村“四老”人员在基层党组织带领下充分发挥好自身作用,使他们协助于农村维稳工作,成为国家和党在基层工作中的重要人员。但是农村“四老”人员受自身因素、服务管理因素、社会因素的制约,发挥自身作用时出现了一些问题,如:党性及宗旨服务意识退化,学习态度不认真,带头致富能力弱,对去极端化工作认识有偏差,发挥自身作用能力弱等。因此,本文在以往学者研究的基础上,以和田县为例,对农村“四老”人员在和田地区稳定发展中的作用进行分析和论述。本文分为六大部分。第一部分中,结合马克思主义民族理论与观点,提出研究背景以及国内外研究综述,系统的阐述研究内容及方法;第二部分中,结合以往学者对“老年人”研究的基础上,界定农村“四老”人员概念及特点的同时,比较系统的列出新疆维吾尔自治区对农村“四老”人员的政策措施;第三部分中,主要介绍和田地区农村基本情况,如:和田地区农村经济、政治、宗教、文化方面的基本情况及和田地区农村“四老”人员基本情况等;第四部分中,根据实地调研数据及资料,对和田地区农村“四老”人员发挥的作用进行归纳,提出和田地区和田县农村“四老”人员在作用发挥中存在的问题,分析出其中的导致因素;第五部分中,在理论基础和调查结果的基础上进行归因分析,针对和田地区和田县农村“四老”人员作用发挥中存在的问题和成因,提出几点对策建议;最后一部分对该论文进行总结。
[Abstract]:In the 39 years since the reform and opening up, the CPC Central Committee and the State Council have attached great importance to the work of Xinjiang, made a series of major strategic decisions to speed up the development and stability of Xinjiang, and set the strategic goal of "stabilizing Xinjiang and prospering Xinjiang, enriching the people and cementing the border." It has made clear the important position of Xinjiang's work in the overall situation of the large-scale development of the western region, further increased policy support, and pointed out the correct direction for Xinjiang's economic and social development. Working together with the people of all ethnic groups in Xinjiang to find a road of development with the characteristics of Xinjiang, Xinjiang's economy has been developing rapidly and the national economy has been rising day by day. However, since the "7.5" incident, the destructive activities of the "three forces" have had a great impact on the stable development of Xinjiang. The violent and terrorist cases in all parts of Xinjiang indicate that the work of maintaining stability in Xinjiang still needs to be further strengthened. The work of maintaining stability in Hotan region occupies an important position in the whole work of maintaining stability in Xinjiang. In recent years, all counties and cities in Hotan region have been firmly implemented. On the basis of the requirements for maintaining stability, Constantly innovating the working methods of maintaining stability, taking stability as the core, integrating various forces, and ensuring the overall social stability of the region with a high sense of responsibility. Among them, Hotan makes full use of the advantages of the "four old" rural personnel. Pay attention to giving full play to their own role under the leadership of the grassroots Party organizations and enable some enthusiastic rural "four old" personnel to assist in maintaining stability in the rural areas. They have become important personnel of the state and the Party in the grass-roots work. However, some problems have arisen when rural "four elderly" personnel are restricted by their own factors, service management factors, social factors, and when they play their own role. For example, the Party spirit and tenet service consciousness is degraded, the study attitude is not serious, the ability to take the lead to get rich is weak, the understanding of the depolarization work is wrong, the ability of exerting its own function is weak, etc. Therefore, this paper is based on the previous scholars' research. Taking Hotan County as an example, this paper analyzes and discusses the role of rural "four old" people in the stable development of Hotan area. This paper is divided into six parts. In the first part, the author combines Marxist national theories and viewpoints. Put forward the research background and domestic and foreign research summary, systematically expound the research content and method. The second part, combine the previous scholars' research on "the elderly", define the concept and characteristics of the rural "four elderly" personnel at the same time, The third part mainly introduces the basic situation of rural areas in Hotan area, such as: rural economy, politics, religion in Hotan area. The basic situation of culture and the basic situation of rural "four elderly" personnel in Hotan area. In the fourth part, according to the field investigation data and data, the role played by the rural "four elderly" personnel in Hotan area is summarized. This paper puts forward the problems existing in the exertion of the role of the "four old" personnel in the rural areas of Hotan County, and analyzes the leading factors among them. In the fifth part, the attribution analysis is carried out on the basis of the theoretical basis and the results of the investigation. In view of the existing problems and causes in the exertion of the role of the "four old" personnel in the rural areas of Hotan County, some countermeasures and suggestions are put forward. The last part is a summary of the paper.
