地方政府加强公共危机信息预警体系建设探究

【摘要】：公共危机管理是社会管理的重要方面和组成部分。无论是国际环境,还是国内形势,公共危机频发,覆盖国家安全、经济发展、自然灾害、卫生防疫、交通出行等各个方面,公共危机发生的频率、扩展的速度和影响的范围不断增加和扩大。因此,加强公共危机管理,有效避免和减少危机发生是地方政府提高行政管理效能的必然要求,也是全面建成小康社会的重要推动。公共危机预警工作是危机管理的第一道“屏障”,因此做好危机预警工作是危机管理的首要环节。信息时代大数据的发展和办公自动化进程的加快,决定了预警信息对危机预警工作的决定性作用。加快公共危机信息预警管理体系建设成为新形势下加强公共危机预警工作的重要抓手。目前,地方政府关于公共危机信息预警工作刚刚起步,建设水平相对较低,缺乏有效的工作运行机制、数据处理技术和信息收集渠道,呈现出预警信息抓取能力不足、分析处理水平欠缺、应用范围不广泛等问题,亟需强化和完善。本文主要采用文献分析法、案例分析法、调研分析法等方法就地方政府加强公共危机信息预警工作的建设现状和存在问题进行梳理分析,深入发掘问题原因和制约瓶颈,着力探索加强公共危机预警信息管理工作的新思路、新方法,提出了一套地方政府加强危机预警信息管理的新方案,具有良好指导意义和参考价值,对于提高危机管理效率具有重要的推动意义。
[Abstract]:Public crisis management is an important aspect and component of social management.Whether it is the international environment or the domestic situation, public crises occur frequently, covering national security, economic development, natural disasters, health and epidemic prevention, transportation and other aspects, and the frequency of public crises.The speed of expansion and the scope of its impact are increasing and expanding.Therefore, strengthening the public crisis management and effectively avoiding and reducing the crisis is the inevitable requirement for the local government to improve the efficiency of administrative management, and it is also an important impetus to build a well-off society in an all-round way.Public crisis early warning is the first "barrier" of crisis management.The development of big data and the acceleration of office automation process in the information age determine the decisive role of early warning information in crisis early warning work.Speeding up the construction of public crisis information early warning management system has become an important hand in strengthening the public crisis early warning work under the new situation.At present, local governments' early warning work on public crisis information has just started, the level of construction is relatively low, the lack of effective working operation mechanism, data processing technology and information collection channels, showing that the ability of early warning information capture is insufficient.The analysis and treatment level is deficient, the application scope is not wide, and so on, urgent need to strengthen and perfect.This article mainly uses the literature analysis method, the case analysis method, the investigation analysis method and so on, carries on the combing analysis to the local government strengthens the public crisis information early warning work construction present situation and the existence question, deeply excavates the question reason and the restriction bottleneck.This paper tries to explore new ideas and methods for strengthening the management of public crisis early warning information, and puts forward a set of new plans for local governments to strengthen the management of crisis early warning information, which has good guiding significance and reference value.It is of great significance to improve the efficiency of crisis management.
