吉林省文化商业街区建设的政府职能研究

【摘要】：文化商业街区作为城市文化产业发展的代表现象之一,直观显示着城市的繁荣程度,是城市历史的缩影,城市文化内涵的体现,也展示了城市形象和城市综合竞争实力。近年来我国多个城市形成了独特的文化商业街区,如北京的南锣鼓巷、上海的城隍庙、南京的老门东、成都的宽窄巷子、成都太古里等,成为城市的重要名片。文化商业街区作为文化产业与旅游产业等多产业相融合的文化商业集聚区,是为满足人们的文化消费需求而产生的,是文化产业中一个重要的部分。在十三五规划时期内,我国将进入大数据产业的时代,文化产业将进入大转型、大融合、大升级和大变革的发展时期。在这样的时代环境中,推动文化产业健康快速发展、打造文化商业街区精品,为城市发展发掘新的经济增长点,显得至关重要。从目前的情况看,吉林省还没有一个在东北三省乃至全国具有知名度和影响力的文化商业街区,文化资源开发不充分,降低了旅游目的地粘滞度。地方政府需要在文化产业融合和聚集发展中发挥最大的效果,政府职能的有效发挥也是关系到文化商业街区建设发展成效的重要因素。文化产业的兴盛反之有助于政府经济文化职能乃至社会、政治职能的实施,建设文化商业街区不仅可以丰富群众的文化生活、增添城市旅游景观、拓宽文化消费市场,还可以发掘展示城市历史文化遗存、保护非物质文化遗产、发扬地方文化特色。提升政府对文化商业街区特色发展的认识程度,对系统科学的文化商业街区,甚至文化产业战略体系和执行体系进行构建,是政府推进文化商业街区迅速、健康发展的必经之路。当前吉林省在建设文化商业街区中政府职能存在一些越位或缺位的现象,需要不断完善政府职能,为文化商业街区建设提供良好的条件。目前以文化商业街区建设发展为对象的研究,大多集中在城市规划设计、旅游管理、区域经济学等方面,从政府职能的角度出发的研究则少之又少,而文化商业街区作为一个新兴现象,已经成为各地文化产业建设的侧重点之一。吉林省的长白山福街、长春巴蜀映巷文化街区以及正在建设中的长春万达影视文化街区,为吉林省文化商业街区建设打开了局面,文化商业街区作为文化产业的一个综合体现,将为吉林省文化产业发展注入新的活力。本文以吉林省文化商业街区的建设为主题分析政府职能现状,对吉林省建设文化商业街区中政府职能存在的问题与成因进行分析,尝试提出文化商业街区建设中,完善地方政府职能的几条路径。
[Abstract]:As one of the representative phenomena of the development of the city's cultural industry, the cultural and commercial district directly shows the prosperity of the city, epitomizes the history of the city, embodies the connotation of the city's culture, and also shows the image of the city and the comprehensive competitive strength of the city.In recent years, many cities in our country have formed unique cultural and commercial blocks, such as the south gongs and drums in Beijing, the city god's temple in shanghai, the east of the old gate in Nanjing, the wide and narrow alleys in Chengdu, and the Taiguli in Chengdu, which have become the important business cards of the citiesAs a multi-industry cultural and commercial agglomeration area such as cultural industry and tourism industry, cultural commercial district is produced to meet the needs of people's cultural consumption and is an important part of cultural industry.In the period of the 13th Five-Year Plan, China will enter the era of big data industry, and the cultural industry will enter the period of great transformation, great integration, great upgrade and great change.In such a time environment, it is very important to promote the healthy and rapid development of cultural industry, to create fine products of cultural and commercial blocks and to explore new economic growth points for urban development.From the current situation, Jilin Province does not have a famous and influential cultural and commercial district in the Northeast three provinces and even the whole country. The exploitation of cultural resources is not sufficient, which reduces the viscosity of tourist destination.Local governments need to play the most important role in the integration and agglomeration of cultural industries, and the effective development of government functions is also an important factor related to the development of cultural and commercial blocks.In turn, the prosperity of cultural industry is conducive to the implementation of the government's economic and cultural functions as well as the social and political functions. The construction of cultural and commercial blocks can not only enrich the cultural life of the masses, increase the urban tourist landscape, and broaden the cultural consumption market.We can also explore and display the historical and cultural relics of the city, protect the intangible cultural heritage and carry forward the local cultural characteristics.To promote the government's understanding of the development of cultural and commercial district characteristics, and to construct a systematic and scientific cultural and commercial district, even a strategic system and an executive system of cultural industry, is a rapid development of the cultural commercial district by the government.The only way to develop healthily.At present, there are some phenomena of offside or absence of government function in the construction of cultural commercial district in Jilin Province, so it is necessary to improve the government function constantly and provide good conditions for the construction of cultural commercial district.At present, the research on the construction and development of cultural and commercial blocks is mostly focused on urban planning and design, tourism management, regional economics and so on.As a new phenomenon, cultural commercial district has become one of the emphases of cultural industry construction.The Changbai Mountain Fu Street, Changchun Bashu Ying Xiang Cultural District in Jilin Province and the Changchun Wanda Film and Television Cultural District under construction have opened up a situation for the construction of Jilin Province Cultural and Commercial District, which is a comprehensive embodiment of the cultural industry.It will inject new vitality into the development of cultural industry in Jilin Province.This paper analyzes the current situation of government functions in the construction of cultural and commercial blocks in Jilin Province, analyzes the problems and causes of government functions in the construction of cultural and commercial blocks in Jilin Province, and attempts to put forward the problems in the construction of cultural commercial blocks in Jilin Province.Several ways to perfect the function of local government.
