人口流入型地区社会治理研究述评

【摘要】：人口流入型地区的社会治理是当前中国社会治理的重点和难点,但以往的治理研究往往缺乏从这一角度聚焦来探讨。本文从社会治理的研究、人口流入型地区社会治理的研究脉络、人口流入型地区的利益矛盾及其调处机制三个方面展开梳理与述评,重新思考和检视主流的治理理论研究中问题意识的局限,尤其是其忽视中国国情而陷于多元与参与的西式研究套路中,忽视了中国的大国式治理和社会主义两大传统。对于治理问题本土化研究推进方向上,本文特别强调人口流入型地区的治理体制研究值得重视的五个方面:共建共享机制、党群组织、科层制改革、土地增值分配、技术与制度,以期为中国本土的治理理论提供新的视角和分析框架。
[Abstract]:The social governance of population inflow regions is the focus and difficulty of the current social governance in China, but the previous research on governance often lacks to focus on it.In this paper, the author sorts out and comments on the study of social governance, the research context of the social governance of the population inflow region, the interest contradiction of the population inflow region and its mediation mechanism.Rethinking and examining the limitation of the problem consciousness in the mainstream governance theory research, especially its neglecting the national conditions of China and being caught in the plural and participatory western research routine, neglecting the two traditions of great power governance and socialism in China.With regard to the localization of governance issues, this paper emphasizes five aspects that deserve attention in the study of governance system in areas of population inflow: the co-construction and sharing mechanism, the Party and mass organizations, the reform of hierarchy system, the distribution of land increment, and so on.Technology and system, in order to provide a new perspective and analytical framework for local governance theory in China.
