藤县政府机构编制管理规范化研究

【摘要】:机构编制管理是政府组织机构建设的一项基础工作,也是促进政府职能转变、巩固机构改革成果,防止人员膨胀的重要手段。近年来我国机构编制管理通过采取精兵简政、人员分流的模式,在一定程度上达到了预期的“简政”的目的。但是长期以来,地方政府机构编制管理“职权分离、人员混编、无从监督”的现象一直没能从根本上得到解决,虽然地方政府也出台了相应的规章制度进行规范管理,但是由于缺乏法律的支撑,没有用国家的法律形式对机构编制进行“法治化”管理,成效不是很明显。而随着党的十八大以来行政体制的深化改革,实行政府权力清单制度、行政审批制度的改革,县级政府机构编制管理存在的问题也逐步呈现,愈加明显,如机构职责不明确、机构编制擅自设、不同编制乱占用、监督机制不健全、法律责任欠追究等问题,严重影响到县级政府的行政体制改革。本文以藤县地方政府作为个案研究,将“规范化”作为全文的思路模式贯穿始终,在当前县级政府机构面临转折性改革的大环境背景下,寻求一条合乎藤县发展的规范化的机构编制管理途径。
[Abstract]:Organization management is not only a basic work of government organization construction, but also an important means to promote the transformation of government functions, consolidate the achievements of institutional reform, and prevent the expansion of personnel.In recent years, the organizational management in our country has achieved the expected goal of "simple administration" to a certain extent by adopting the mode of streamlining military affairs and diverting personnel.However, for a long time, the phenomenon of "separation of functions and powers, mixed staffing, no supervision" in the establishment and management of local government agencies has not been fundamentally resolved, although local governments have also issued corresponding rules and regulations for standardized management.However, due to the lack of legal support, there is no "rule of law" management in the form of state law, so the effect is not obvious.With the deepening of the reform of the administrative system since the 18th National Congress of the Party, the implementation of the government power list system and the reform of the administrative examination and approval system, the problems existing in the establishment and management of county-level government institutions have gradually emerged, such as the unclear responsibilities of the organizations.Problems such as unauthorized establishment of institutions, disorderly occupation of different organizations, imperfect supervision mechanism and lack of legal responsibility have seriously affected the reform of the administrative system of county-level governments.This paper takes the local government of Fujiao county as a case study, takes "standardization" as the thought mode of the full text throughout the whole time, under the background of the current county-level government organization facing the turning point reform,To seek a standardized organization management approach in line with the development of Fujiao County.
