北京市密云县网格化社会服务管理体系研究

【摘要】：网格化社会服务管理是城市网格化管理在社会服务管理领域的延伸,是社会服务管理的新方式、新载体。北京市在全国率先开展网格化社会服务管理体系建设,并在全市范围内进行了全面推广。全国各地网格化管理实践方兴未艾,网格化管理正在成为基层社会服务管理的重要手段。当前,我国已经进入了创新社会治理、深化社会改革的新阶段,党的十八届三中全会对创新社会治理提出了明确要求,指出“以网格化管理、社会化服务为方向,健全基层综合服务管理平台,及时反映和协调人民群众各方面各层次利益诉求”。作为我国社会建设理论和实践发展的重要成果,创新社会治理强调推动实现治理主体的多元化、治理过程的协商性、治理手段的复合化、治理目标的公共性,目的在于促进政府管理和社会自治的衔接统一,最大限度地实现公共利益。以创新社会治理为导向深化网格化社会服务管理体系,是健全基层社会服务管理平台的重要方向。北京市密云县是全国较早实施网格化社会服务管理的地区,在大城市郊区和农村地区网格化管理方面具有较强的代表性。2010年以来,密云县探索构建了立体分类式网格化社会服务管理体系,在全市率先将网格化社会服务管理延伸覆盖到农村地区。这一体系在维护社会和谐稳定、促进服务型政府建设、引导公众参与社会治理等方面发挥了重要作用,已经成为全县基层社会服务管理工作的重要平台。但与创新社会治理的新要求相比,密云县网格化体系在工作思路、运行机制和保障体系等方面还存在不少问题,主要表现在社会力量参与不足、重管理轻服务、削弱基层自治能力、事件处置机制不健全、信息平台建设不完善、人力资源保障不足等方面。密云县应当遵循创新社会治理的理念和方向,从进一步健全网格化社会服务管理工作体制、规范网格化社会服务管理运行机制、凸显网格服务导向、构建智慧联动的信息平台、加强人才队伍建设等方面,促进全县网格化社会服务管理体系创新发展,使之成为基层社会治理主要平台。
[Abstract]:Grid social service management is an extension of urban grid management in the field of social service management, is a new way of social service management, a new carrier.Beijing has taken the lead in the construction of grid social service management system and has carried out comprehensive promotion in the whole city.The practice of grid management is in the ascendant all over the country. Grid management is becoming an important means of social service management at grassroots level.At present, China has entered a new stage of innovating social governance and deepening social reform. The third Plenary session of the 18th CPC Central Committee has put forward a clear request for innovative social governance, pointing out that "the direction of social management is grid management and socialized service."Improve the grass-roots integrated service management platform, timely reflect and coordinate the interests of the masses at all levels. "As an important result of the development of social construction theory and practice in our country, innovating social governance emphasizes on promoting the diversification of governance subjects, consultation of governance process, the combination of governance means, and the publicity of governance objectives.The purpose is to promote the unity of government management and social autonomy, and to realize the public interest to the maximum extent.It is an important direction to perfect the basic social service management platform to deepen the grid social service management system guided by the innovation of social governance.Miyun County in Beijing is an area where gridded social service management was implemented earlier in the country. It has a strong representation in grid management in suburban and rural areas of big cities. Since 2010,Miyun County explored the establishment of a three-dimensional classification grid social service management system, the first in the whole city to extend the grid social service management to rural areas.This system has played an important role in maintaining social harmony and stability, promoting the construction of service-oriented government, guiding the public to participate in social governance, and has become an important platform for the management of social services at the grass-roots level in the county.However, compared with the new requirements of innovating social governance, the grid system of Miyun County still has many problems in the aspects of working idea, operation mechanism and security system, which are mainly manifested in the insufficient participation of social forces and the emphasis on management and service.It weakens the basic level autonomy ability, the incident handling mechanism is not perfect, the information platform construction is not perfect, the human resources guarantee is insufficient and so on.Miyun County should follow the concept and direction of innovative social governance, further improve the grid social service management system, standardize the grid social service management operation mechanism, highlight the grid service orientation, and build an intelligent information platform.In order to promote the innovation and development of the social service management system of the whole county, we should strengthen the construction of the talent team and make it the main platform of social governance at the grass-roots level.
