基于WCAG 2.0的中国省级政府门户网站可访问性研究

【摘要】：自1999年40多家部委发起“政府上网工程”以来,我国政府网站的建设迅速发展,截止到目前我国省级政府门户网站的普及率达到了100%。随着我国电子政务发展水平的提高和《中华人民共和国政府信息公开条例》的颁布,政府网站成为政府发布政务信息的主要平台,也是公众获取政务信息的主要渠道。因此,政府网站的可访问性是否满足所有用户的访问需求、是否能实现所有用户平等获取政府信息的权利,从而弥合数字鸿沟、实现信息文明共享成为了一个重要的课题。本文在对国内外政府网站可访问性研究现状进行了详细分析的基础上,首先从宏观层面分析了我国省级政府门户网站可访问性的建设概况,提出了我国省级政府门户网站在可访问性建设过程中存在的问题。其次从微观层面以网站可访问性国际标准—-WCAG 2.0为评测标准,以我国30个省级政府门户网站为研究对象,分析我国省级政府门户网站遵循WCAG 2.0标准的具体情况,从侧面反映出我国省级政府门户网站可访问性建设的水平。最后从社会层面、法律层面、管理层面和操作层面提出了提高我国省级政府门户网站可访问性的策略。
[Abstract]:Since more than 40 ministries and commissions launched the "Government Internet Project" in 1999, the construction of government websites in our country has developed rapidly. Up to now, the popularization rate of provincial government portals has reached 100%.With the development of e-government in China and the promulgation of the regulations of the people's Republic of China, the government website has become the main platform for the government to release government information, and also the main channel for the public to obtain government information.Therefore, whether the accessibility of government websites can meet the needs of all users and whether they can realize the right of all users to obtain government information on an equal basis, thus bridging the digital divide and realizing the sharing of information civilization has become an important issue.Based on the detailed analysis of the current situation of the research on the accessibility of government websites at home and abroad, this paper first analyzes the general situation of the construction of the accessibility of provincial government portals in China from the macro level.The problems existing in the process of accessibility construction of provincial government portals in China are put forward.Secondly, taking WCAG 2.0 as the evaluation standard and 30 provincial government portals as the research object, this paper analyzes the concrete situation that the provincial government portals follow the WCAG 2.0 standard.It reflects the level of accessibility construction of provincial government portals in China.Finally, from the social level, the legal level, the management level and the operational level, puts forward the strategy to improve the accessibility of the provincial government portal in our country.
