重庆市石柱县事业单位人员公开招聘机制研究

【摘要】:事业单位是我国在计划经济体制下建立的特有的组织形式,它与政府、企业、NGO等组织有着本质的区别。随着市场经济体制的建立与发展,作为事业单位旧干部管理体制一部分的旧招聘机制,逐渐凸显出信息不公开、程序不合理、监管不到位等弊病。在此背景下诞生的新的事业单位人员公开招聘机制,是事业单位人事制度的一个重大创新,标志着事业单位综合改革进入了深水区。2005年,石柱县等地方率先试行了公开招聘机制;2006年,我国正式建立了事业单位公开招聘机制;2006年至今,公开招聘机制取得了长足的发展。公开招聘机制实施以来,克服了旧招聘机制的弊病,取得了丰硕的成果,受到了来自应聘者、用人单位和社会的广泛好评。本文通过对近几年石柱县实施事业单位人事制度改革的过程分析、研究,从中发现造成石柱县事业单位人事制度改革成效不显著的诸多原因,如全县统一招聘模式存在矛盾、招聘各方相互掣肘反映出分权模式不尽合理、信息不对称下供求双方选择途径单一、公开招聘政策规则尚未良好落实、技术支持手段尚未实现全面协调、局部环节监督制约运行效力不足,并在此基础上结合石柱县的实际情况,从健全事业单位人事制度、深层次完善公开招聘机制的制度设计子系统、高标准构建公开招聘机制的技术支持子系统、针对性改进公开招聘机制的运行监控子系统等4个方面提出了推进石柱县事业单位人事制度改革、提高改革成效的对策和措施。希望本文的研究能对石柱县乃至全市及全国事业单位人员公开招聘机制的发展和完善有所助益。
[Abstract]:Institution is a special organization form established under the planned economy system in our country. It has essential difference with the government, enterprise NGO and other organizations.With the establishment and development of the market economy system, the old recruitment mechanism, which is part of the old cadre management system of public institutions, gradually highlights the disadvantages of not opening information, unreasonable procedures, inadequate supervision and so on.In this context, the new open recruitment mechanism for personnel in public institutions is a major innovation in the personnel system of public institutions, which marks the comprehensive reform of public institutions entering deep water areas.Shizhu County and other places first tried out the open recruitment mechanism; in 2006, China formally established the open recruitment mechanism for public institutions; from 2006 to now, the open recruitment mechanism has made great progress.Since the implementation of the open recruitment mechanism, it has overcome the shortcomings of the old recruitment mechanism, has achieved fruitful results, and has been widely praised by candidates, employers and the society.Based on the analysis of the process of implementing the reform of personnel system of public institutions in Shizhu County in recent years, this paper finds out that there are many reasons why the reform of personnel system of institutions in Shizhu County has not achieved remarkable results, such as the contradiction of the unified recruitment mode of the whole county.The mutual restriction of the recruitment parties reflects that the decentralization model is unreasonable, the supply and demand parties choose a single way under the asymmetric information, the open recruitment policy and rules have not been well implemented, and the technical support means have not yet been fully coordinated.Based on the actual situation of Shizhu County, the system design subsystem of the open recruitment mechanism should be improved from perfecting the personnel system of the public institution and perfecting the system design subsystem of the open recruitment mechanism in the light of the actual situation in Shizhu County.Four aspects, such as constructing the technical support subsystem of open recruitment mechanism with high standard and improving the operation monitoring subsystem of open recruitment mechanism, put forward the countermeasures and measures to promote the reform of personnel system in Shizhu County and improve the effectiveness of the reform.It is hoped that the research in this paper will be helpful to the development and perfection of the open recruitment mechanism for the staff in Shizhu County and even in the whole city and all over the country.
