新疆公共服务领域政府与非政府组织合作问题研究

【摘要】：新疆的经济发展难免带来了一些问题,如公共服务事业的滞后导致的公共服务供给不足,出现了人们对公共服务的需求之间的矛盾,人们对公共服务的需求包括:基础教育、公共文化、公共卫生、社会保障、环境保护与公共安全,从而人们也开始广泛关注公共服务领域。而在公共服务领域,新疆政府只是组织者和策划者,难以推动公共服务的多元化,它需要更多的社会力量来协助它的工作,以期更加完善新疆公共服务体系,从而满足人们的需求。因此,新疆政府需要与非政府合作,非政府组织需要承担新疆政府的部分任务,成为公共服务的推动者。本论基于此背景研究新疆公共服务领域政府与非政府组织的合作问题,目的旨在希望新疆政府与当地的非政府组织积极展开合作,非政府组织可以成为新疆政府的贤内助,帮政府承担一部分的责任,从而来促进公共服务事业的积极有效开展。本文主要研究和回答了三个核心问题:首先,对新疆当地的非政府组织的现状做了初步的了解,以及对二者的合作现状进行了现实考察;其次,笔者通过对C县调研,得知D公司与C县政府展开的PPP合作项目中突显了政府与非政府合作的具体过程,并经过进一步调研列出了几点二者合作过程中存在的问题,从而引申到了新疆整体层面政府与非政府组织合作存在的问题;最后,通过理论分析以及借鉴国内外经验,对促进新疆公共服务中政府与非政府组织合作提出了几点建议。
[Abstract]:The economic development of Xinjiang inevitably brings some problems, such as the shortage of public service supply caused by the lagging of public service, the contradiction between people's demand for public service, and the demand for public service including: basic education.Public culture, public health, social security, environmental protection and public safety.In the field of public service, the Xinjiang government is only an organizer and planner, so it is difficult to promote the diversification of public services. It needs more social forces to assist it in its work in order to improve Xinjiang's public service system.In order to meet the needs of people.Therefore, the Xinjiang government needs to cooperate with the non-governmental government, and the non-governmental organizations need to undertake some tasks of the Xinjiang government and become the promoters of the public service.Based on this background, this paper studies the cooperation between the government and non-governmental organizations in the field of public service in Xinjiang. The purpose of this study is to hope that the Xinjiang government and the local non-governmental organizations can cooperate actively, and that the non-governmental organizations can become the best help of the Xinjiang government.To help the government to assume part of the responsibility to promote the public service to actively and effectively carry out.This paper mainly studies and answers three core questions: first, it makes a preliminary understanding of the current situation of local non-governmental organizations in Xinjiang, as well as a realistic investigation of the status quo of cooperation between the two; secondly, the author makes a survey of C County.I learned that the PPP cooperation project between Company D and the C County Government highlighted the concrete process of the cooperation between the government and the non-governmental government, and after further investigation, it listed several problems existing in the process of cooperation between the two.Finally, through theoretical analysis and drawing lessons from domestic and foreign experience, some suggestions are put forward to promote the cooperation between government and non-governmental organizations in Xinjiang public service.
