大陆和台湾地区民间环保组织内部激励机制比较研究

【摘要】：我国环境问题已相当突出,“先污染后治理”,“先恶化后改善”的发展模式已不再适用于我国的发展现状。从20世纪90年代起,民间环保组织在唤醒民众环保意识、促进公众的环境参与以及污染治理等方面起着重要作用。相比其他非营利组织,民间环保组织有着更强的志愿性和民间性,其发展与治理需要激励效果更强的激励机制。因而,完善的激励机制作为组织长久发展的源泉与动力,对民间环保组织而言更具有深远的意义。由于两岸民间环保组织的发展有着文化同源性,历史背景的相似性,以及台湾地区环保事业的突出表现,相比西方发达国家更具比较借鉴意义。为此本研究基于委托—代理理论,利用文献法、深度访谈法和调查问卷法等研究方法,对两岸民间环保组织内部激励机制进行实证研究及对比分析,探究影响激励机制运作的关键激励要素。对比二者在内部激励现状及其激励效果方面的同质性和异质性,研究发现台湾地区民间环保组织的内部激励机制的激励效果更强,这与其“专业化、职业化”的发展路径有重大关系。与之相比,大陆民间环保组织在物质激励和长期激励方面存在差距,但在制度设计、组织架构方面值得台湾地区的借鉴学习。进而本研究通过两岸民间环保组织在内部激励机制方面的对比研究,借助案例研究丰富了非营利组织的研究视角,并探讨委托—代理理论在非营利组织管理领域的应用。在实践方面,剖析出二者内部激励机制各自特色及优劣势,同时为完善二者内部激励机制提出合理性建议,以期提升两岸民间环保组织的整体治理水平。
[Abstract]:The environmental problems in our country have been quite prominent. The development mode of "pollution first, then remediation" and "deterioration before improvement" is no longer suitable for the development of our country.Since the 1990s, civil environmental protection organizations have played an important role in arousing people's awareness of environmental protection, promoting public participation in the environment and pollution control.Compared with other non-profit organizations, private environmental protection organizations have a stronger voluntary and folk nature, and their development and governance need a stronger incentive mechanism.Therefore, the perfect incentive mechanism, as the source and motive force of the long-term development of the organization, has far-reaching significance for the non-governmental environmental protection organizations.Because of the cultural homology, the similarity of historical background and the prominent performance of environmental protection in Taiwan, the development of civil environmental protection organizations on both sides of the Taiwan Strait is more significant than that of western developed countries.Therefore, based on the principal-agent theory, using the methods of literature, in-depth interview and questionnaire, this paper makes an empirical study and comparative analysis on the internal incentive mechanism of non-government environmental protection organizations across the Taiwan Strait.Explore the key incentive factors that affect the operation of incentive mechanism.By comparing the homogeneity and heterogeneity of the internal incentive status and its incentive effect, the study finds that the internal incentive mechanism of the private environmental protection organizations in Taiwan is more effective than that of the "specialization".The path of professionalization is of great importance.In contrast, there is a gap between the material incentive and the long-term incentive of the civil environmental protection organizations in mainland China, but the institutional design and organizational structure are worthy of reference and study in Taiwan.Through the comparative study on the internal incentive mechanism of the civil environmental protection organizations, this study enriches the research perspective of non-profit organizations with the help of case studies, and probes into the application of principal-agent theory in the field of management of non-profit organizations.In practice, the author analyzes the characteristics, advantages and disadvantages of the two internal incentive mechanisms, and puts forward reasonable suggestions to improve the internal incentive mechanism of both sides of the strait in order to improve the overall governance level of civil environmental protection organizations on both sides of the strait.
