新媒体下肥乡县电子政务发展研究

【摘要】：随着电子技术的不断发展,4G技术与智能手机的普及,人们对信息的需求增长很快,对信息的质量要求也不断提高,从而显著推动了媒介环境、信息发布、传播方式的变革,这些变革进一步促成了新媒体技术的发展。新媒体技术与传统媒体技术相比,具有数字化、网络化程度高、多种传播载体高度集成、信息传播时效性、互动性更强的特点,而电子政务的发展是新媒体技术应用的一个重要领域。电子政务的发展依托新媒体技术,并且作为新媒体技术下的新生产物,与电子商务相比,各方面技术还不够成熟。借鉴电子商务的发展模式发展电子政务,同时与电子政务的直接性、便捷性、低成本性、平等性特点相呼应,对政府实现高效便民、创建服务型政府具有重要的借鉴意义与指导意义。本文通过梳理国内外文献资料与研究成果,界定了新媒体与电子政务的概念和特征,从理论和实际的结合上,探讨了新媒体与电子政务之间的密切联系,以及新媒体对我国电子政务发展所带来的一系列重要变革。在此基础上,论文以河北省肥乡县为具体考察对象,全方位总结了新媒体下该县电子政务发展的成效及其存在的问题,并有针对性地提出了解决问题的方案。论文认为,县级政府的电子政务是我国政府管理的一个基础性平台,在新媒体环境下做好县级政府电子政务平台的设计,充分发挥其联系基层群众的强大功能,对准确传播党中央和中央政府的声音,建立政府和群众的互信关系,提高政府管理效能,有着极为重要的现实意义。通过分析肥乡县的电子政务发展历程,可以看到,县级政府加强新媒体下电子政务的创新具有很大的空间,值得有关政府的领导和管理部门积极开拓思路和实践。
[Abstract]:With the continuous development of electronic technology and the popularity of 4G technology and smart phone, people's demand for information is growing rapidly, and the quality of information requirements are also constantly improving, thus significantly promoting the media environment, information dissemination, dissemination methods of change.These changes have further contributed to the development of new media technology.Compared with traditional media technology, new media technology has the characteristics of digitalization, high degree of networking, high integration of various media carriers, timeliness of information dissemination, and more interactive.The development of e-government is an important field in the application of new media technology.The development of e-government relies on new media technology, and as a new product of new media technology, compared with electronic commerce, all aspects of technology are not mature enough.Using the development mode of electronic commerce for reference to develop e-government, at the same time echoing the characteristics of directness, convenience, low cost and equality of e-government, it can make the government more efficient and convenient to the people.The establishment of service-oriented government has important reference significance and guiding significance.By combing the literature and research results at home and abroad, this paper defines the concept and characteristics of new media and e-government, and discusses the close relationship between new media and e-government from the combination of theory and practice.As well as the new media to our country e-government development brings a series of important changes.On this basis, taking Fexiang County of Hebei Province as the specific object of investigation, the paper summarizes the effect of e-government development and its existing problems under the new media, and puts forward a solution to the problem.The paper holds that E-government at county level is a basic platform for government management in our country. In the new media environment, the design of e-government platform for county government is done well, and the powerful function of connecting with the grassroots is brought into full play.It is of great practical significance to accurately spread the voice of the Party Central Committee and the central government, to establish the mutual trust relationship between the government and the masses, and to improve the efficiency of the government management.By analyzing the development course of E-government in Fexiang County, we can see that the county government has great space to strengthen the innovation of E-government under the new media, which is worthy of the leadership and management departments of the relevant government to actively open up ideas and practice.
