山东省农村社会保障问题研究

【摘要】：山东省有着良好的地理位置、优秀的资源禀赋和多样的农业生产环境,因此造就了悠久的农业发展历史和大批农民。自古至今,农业为山东省经济发展做出了巨大的贡献和牺牲。近些年,农业的发展也促使山东省国民生产总值不断攀升,稳居全国前三甲。然而与山东省经济发展不相适应的是,作为社会兜底的农村社会保障发展远远落后于经济发展,无法满足目前老龄化进程以及农村经济结构巨变的新情况。十八大后,社会保障的进一步发展成为全面建成小康社会的重要内容。因此,在这种背景下,运用马克思社会保障理论,深入研究山东省农村社会保障面临的现实问题,并有针对性地提出行之有效的解决办法,是社会保障发展的客观要求,是马克思主义社会保障思想中国化的重要实践,更是构建和谐社会实现“中国梦”的有效途径。研究内容分为六个部分。第一部分为绪论,包括分析研究背景和意义,系统阐述国内外社会保障的研究进展、研究方法和思路。第二部分为社会保障理论介绍,包括社会保障概念界定、马克思社会保障理论、以及马克思社会保障在中国的继承和发展,为进一步研究打下理论基础。第三部分对山东省农村社会保障历史沿革和现状进行研究。从山东省农村社会保障发展进程入手,分析了山东省社会保障思想萌芽和建国后社会保障阶段性发展情况。选取大量有关经济发展、农村社保资金投入、参保人数、项目覆盖率等方面数据,运用纵向分析方法对山东省农村社会保障的现状进行分析,认为山东省目前社会保障取得了不俗的成绩,城乡一体化程度较高。第四部分对山东省农村社会保障中存在的问题和制约因素分析。运用横向比较方法,通过山东省农村社会保障的现实状况与全国以及其他省市情况进行比较,从而分析山东省农村社会保障中存在的问题和制约因素。认为制约山东省农村社会保障发展有土地保障功能下降、城乡二元结构、农民参保意识薄弱、政府责任缺失等因素。第五部分,借鉴国外农村社会保障发展的经验。研究社会保障已经发展到了一定的水平的国家,如英国、德国和日本的农村社会保障体系,从理论发展、管理体制、制度建设等多方面进行分析,对山东省农村社会保障发展提供了方向。第六部分,提出完善和发展山东农村社会保障的对策和建议。从促进生产力发展、打破社会保障城乡二元结构,缩小城乡差距、完善农村社会保障管理、加强农村社会保障资金筹措、提高农民参保意识等方面提出相关对策,为山东农村社会保障提供发展路径,也为完善山东省农村社会保障提供理论参考。
[Abstract]:Shandong Province has a good geographical location, excellent resource endowment and diverse agricultural production environment, so it has created a long history of agricultural development and a large number of farmers.Since ancient times, agriculture has made great contributions and sacrifices for the economic development of Shandong Province.In recent years, the development of agriculture has also prompted Shandong Province's GDP to climb, ranking the top three in the country.However, the development of rural social security, which is not suitable for the economic development of Shandong Province, lags far behind the economic development, and can not meet the new situation of the aging process and the great changes in the rural economic structure.After the 18th National Congress, the further development of social security has become an important part of building a well-off society in an all-round way.Therefore, under this background, it is the objective requirement of the development of social security to use Marx's social security theory to study the realistic problems facing the rural social security in Shandong Province, and to put forward effective solutions.It is an important practice of Marxist social security thought in China, and an effective way to build a harmonious society to realize Chinese Dream.The research is divided into six parts.The first part is the introduction, including the analysis of the background and significance of the research, a systematic description of the progress of social security research at home and abroad, research methods and ideas.The second part introduces the theory of social security, including the definition of the concept of social security, Marx's theory of social security, and the inheritance and development of Marx's social security in China, which lays a theoretical foundation for further research.The third part studies the history and current situation of rural social security in Shandong province.Starting with the development process of rural social security in Shandong Province, this paper analyzes the germination of social security ideology in Shandong Province and the stage development of social security after the founding of the people's Republic of China.Selecting a large number of data related to economic development, rural social security investment, the number of insurance participants, project coverage and other aspects of data, using longitudinal analysis method to analyze the current situation of rural social security in Shandong Province.It is believed that Shandong Province has made great achievements in social security at present and has a high degree of integration between urban and rural areas.The fourth part analyzes the problems and restrictive factors in rural social security in Shandong Province.By using the method of horizontal comparison, this paper analyzes the existing problems and restrictive factors of rural social security in Shandong Province by comparing the actual situation of rural social security with that of the whole country and other provinces and cities.It is believed that the factors restricting the development of rural social security in Shandong Province are the decline of land security function, the dual structure of urban and rural areas, the weak consciousness of farmers' participation in insurance, the lack of government responsibility, and so on.The fifth part, draws lessons from the foreign countryside social security development experience.To study the rural social security systems in countries where social security has developed to a certain level, such as the United Kingdom, Germany and Japan, from the aspects of theoretical development, management system, system construction, etc.To Shandong Province rural social security development provides the direction.The sixth part, put forward the countermeasures and suggestions to improve and develop Shandong rural social security.In order to promote the development of productive forces, break the dual structure of social security in urban and rural areas, narrow the gap between urban and rural areas, improve the management of rural social security, strengthen the raising of funds for rural social security, and raise the awareness of farmers' participation in insurance, this paper puts forward some relevant countermeasures.It provides the development path for Shandong rural social security, and also provides the theoretical reference for the improvement of Shandong rural social security.
