政府驱动国有企业履行社会责任的机理研究

【摘要】：企业社会责任的缺失已在大范围内引起了诸多的社会问题,社会各界也已经给予的极大的关注。从早几年的苏丹红、三聚氰胺、染色馒头、瘦肉精到捐款门、环境污染、资源浪费,我国企业社会责任现状可见一斑。企业社会责任缺失不仅严重侵害了消费者与社会公众的利益,而且影响我国经济的健康有序发展。国有企业是我国经济发展的骨干力量,是公有经济的主体,国有企业积极履行社会责任,不仅是全社会的殷切期望和广泛要求,也是党和政府赋予的使命。本文首先阐述我国企业社会责任的发展状况及相关理论基础,对其动因和影响因素进行基础性的认知分析;接下来依据系统动力学对政府驱动国企履行社会责任的机理进行基础性分析,识别该驱动系统的动力、要素、影响因素、作用关系、因果链条、动力结构及工作原理;然后根据所收集的2000年到2015年各相关政府部门有关企业社会责任的政策法规文件对我国政府驱动国企履行社会责任的政策变迁、府际关系及政策关联进行文本量化分析,揭示我国政府利用政策工具驱动国有企业履行社会责任的机理;最后根据前面几章的分析,以国家电网为案例,对其2005-2014年的企业社会责任报告进行内容分析,以此为例印证政府在国有企业履行社会责任的发展历程中所起的驱动作用。研究发现不同发展时期参与驱动国企履行社会责任的政府部门不同、政策导向重点不同、政策力度不同,政府驱动国有企业履行社会责任的特征发生了演变。本研究有助于深入认识和理解我国政府通过政策工具引导国有企业履行社会责任的发展演变过程,为改善国企社会责任履行提供了启迪。
[Abstract]:The lack of corporate social responsibility has caused a lot of social problems in a wide range. From Sudan red, melamine, dyed steamed bread, lean meat essence to donation door, environmental pollution and waste of resources, the present situation of corporate social responsibility in China can be seen. The lack of corporate social responsibility not only seriously infringes the interests of consumers and the public, but also affects the healthy and orderly development of our economy. State-owned enterprises are the backbone of the economic development of our country and the main body of the public economy. It is not only the ardent expectation and extensive request of the whole society, but also the mission entrusted by the Party and the government that the state-owned enterprises actively fulfill the social responsibility. In this paper, the development of corporate social responsibility in China and the relevant theoretical basis, the motivation and impact factors of the basic cognitive analysis; Then according to the system dynamics, the mechanism of government driving SOEs to fulfill social responsibility is analyzed, and the driving power, factors, influencing factors, action relationship, causality chain, dynamic structure and working principle of the driving system are identified. Then, according to the relevant government departments' policies and regulations on corporate social responsibility collected from 2000 to 2015, this paper makes a quantitative analysis of the policy changes, inter-government relations and policy correlation between the government and the state-owned enterprises in carrying out social responsibility. It reveals the mechanism of our government using policy tools to drive state-owned enterprises to fulfill their social responsibility. Finally, according to the analysis of the previous chapters, taking the State Grid as a case, the content of its corporate social responsibility report from 2005 to 2014 is analyzed. As an example, the government plays a driving role in the development of state-owned enterprises to fulfill their social responsibility. The study found that different government departments involved in the social responsibility of state-owned enterprises in different development periods, different policy orientation focus and different policy dynamics, the characteristics of government-driven state-owned enterprises to fulfill social responsibility have evolved. This study is helpful to understand and understand the development and evolution of state-owned enterprises' social responsibility through policy tools, and provides enlightenment for improving the performance of state-owned enterprises' social responsibility.
