宁波市商（协）会承接政府职能转移的路径研究

【摘要】：党的十八届三中全会提出要“正确处理政府和社会关系,加快实施政社分开”,“适合由社会组织提供的公共服务和解决的事项,交由社会组织承担”。在此背景下,我国东部发达省市率先掀起了商(协)会承接政府职能转移的试点工作。加快政府职能转移是当前行政管理体制改革的核心所在。研究商(协)会承接政府职能转移问题,提出切合当前实际的具体建议,指导各地商(协)会顺利承接政府职能的转移,从而发挥其在社会治理方面的有效作用,具有十分重要的实践意义。本文选取了6家宁波市首批承接政府职能转移试点的商(协)会作为样本,包括宁海县商会企业服务中心、余姚市民营经济发展服务中心、镇海区骆驼街道商会、余姚市裘皮城商会、宁波市家具商会、镇海区紧固件协会,深入调查,掌握第一手资料。6个样本中,分县级商会、乡镇级商会、区域性商会和行业协会4类,各试点结合自身实际情况,摸索各自承接政府职能转移的方式。根据对商(协)会承接政府职能转移样本基本情况的分析,尽管这些商(协)会已在实践中“主动”或“倒逼”地成为承接政府职能转移的直接、间接主体,并在探索中展示了较好的承接效果。但调查发现,试点工作中存在着政府主动转移的观念尚未形成、商(协)会承接政府职能的能力仍需提升、政府职能转移和承接的制度没有建立等问题。本文结合具有借鉴意义的先行地区浙江温州和广东顺德在该项工作上的做法,提炼出相关经验。最后从转移的观念、承接的能力、转承的步骤以及长效机制建设等方面,提出促进商(协)会承接政府职能转移的若干建议。
[Abstract]:The third Plenary session of the 18th CPC Central Committee put forward the need to "correctly handle the government and social relations, speed up the implementation of the separation of government and society," and "transfer to social organizations the responsibility for public services and solutions provided by social organizations." In this context, the eastern developed provinces and cities took the lead in undertaking the pilot work of government function transfer. Speeding up the transfer of government functions is the core of the current administrative system reform. To study the issue of undertaking the transfer of government functions by businessmen (associations), to make concrete proposals that are relevant to the current situation, and to guide local businessmen (associations) to successfully undertake the transfer of government functions, so as to give play to their effective role in social governance. It has very important practical significance. This paper selects six first commercial (association) associations to carry on the government function transfer pilot projects in Ningbo, including Ninghai County Chamber of Commerce Enterprise Service Center, Yuyao City Private economy Development Service Center, Zhenhai Camel Street Chamber of Commerce. Yuyao City Fur City Chamber of Commerce, Ningbo Furniture Chamber of Commerce, Zhenhai District Fastener Association, in-depth investigation and first-hand information. Of the 6 samples, there are four categories: county-level chambers of commerce, township chambers of commerce, regional chambers of commerce and trade associations. Each pilot combined with its own actual situation, explore their own ways to undertake the transfer of government functions. Based on the analysis of the basic situation of the sample of business (association) undertaking the transfer of government functions, although these associations have in practice become direct and indirect subjects to undertake the transfer of government functions, they have become "active" or "inverted" in practice. And in the exploration showed a better effect of undertaking. However, it is found that the concept of government initiative transfer has not been formed in the pilot work, the ability of business (association) to undertake government functions still needs to be improved, and the system of government function transfer and undertaking has not been established. This paper combines the practice of Zhejiang Wenzhou and Shunde, Guangdong Province, to extract the relevant experience. Finally, from the aspects of the concept of transfer, the ability of undertaking, the steps of transfer and the construction of long-term mechanism, some suggestions are put forward to promote the transfer of government functions.
