【摘要】：公民参与政府绩效成为当今世界范围内政府行政改革领域的一个重要课题。我国各地方政府不断探索公民参与绩效评估的形式,在公民参与形式上进行了有益的探索,取得了一定的成绩,彰显了我国服务型政府理念的逐步形成和社会民主进程的加快。我国目前的公民参与地方政府绩效评估的形式主要有传统问卷调查、网络调查、公民座谈会等。本文首先描述我国各地方政府绩效评估中开展的公民参与形式及其优点和缺点,并指出这些参与形式存在的临时化、效力微弱以及缺乏全程性参与等问题;再从制度、地方政府以及公民三个层面对问题进行分析,结合其他国家的宝贵经验,在符合我国基本国情的情况下,获得优化我国公民参与形式的有益借鉴。从“静态”相关因素和“动态”的全程参与形式选择两个方面对公民参与地方政府绩效评估的形式进行全面优化。相关因素的优化是一个“静态”优化的过程,主要涉及对法律制度机制的完善、政府自身的建设、公民和公民团体参与素质及能力的培养等方面的优化;形式选择的优化则是一个“动态”优化的过程,从“全程参与”的视角对每一个绩效评估阶段公民参与形式的选择提出建议,以期促进我国地方政府绩效评估中的公民参与形式不断完善和全面发展。
[Abstract]:Citizen participation in government performance has become an important subject in the field of government administrative reform in the world. The local governments of our country continue to explore the form of citizen participation in the performance evaluation, carry out beneficial exploration in the form of citizen participation, and have made certain achievements, showing the gradual formation and society of the concept of service government in our country. The process of democracy is speeding up. The main forms of citizen participation in local government performance assessment in China are traditional questionnaire survey, network investigation, citizen forum and so on. This paper first describes the forms of citizen participation and their advantages and disadvantages in the performance evaluation of local governments in our country, and points out the temporary and effectiveness of these forms of participation. Weak and lack of full participation and so on; then from the system, the local government and the three levels of citizens to analyze the problems, combined with the valuable experience of other countries, in conformity with the basic conditions of our country, to obtain the beneficial reference to optimize the form of citizen participation in our country. From the "static" related factors and "dynamic" participation in the whole process. Two aspects of form selection are optimized in the form of citizen participation in local government performance evaluation. The optimization of related factors is a "static" optimization process, mainly involving the improvement of the legal system mechanism, the construction of the government itself, the optimization of citizens' and civic groups' participation in the cultivation of quality and ability, and the choice of form. Optimization is a process of "dynamic" optimization. From the perspective of "full participation", it puts forward some suggestions on the choice of citizens' participation form in each performance evaluation stage, in order to promote the continuous improvement and comprehensive development of the form of citizen participation in the performance evaluation of local government in China.
