东营市政府信息公开问题研究

【摘要】：当今社会,信息成为社会发展的重要因素,无论对政府机构、企业组织还是社会公众而言,对信息的获取、知悉和掌握都越来越重要。作为向公众提供服务和管理公共事务的行政机关,产生并掌握着大量关乎公众利益的信息,政府信息公开是否及时有效,不仅是政府执政能力的重要体现,也是公众能否对政府行为实施有效监督的关键所在。政府信息公开有助于提升政府公信力,加强公众监督,提高政府办事效率,进而推动透明政府建设、预防政府腐败、促进经济社会健康发展。2008年《政府信息公开条例》颁布实施后,虽然政府信息公开工作与之前相比有了长足进步,但与民众的参政议政诉求、透明政府的建设要求相比仍有很大差距,甚至由此产生了诸多社会问题。本文在理论与实际紧密结合的基础上,采用多种分析方法,对东营市政府信息公开现状进行系统梳理和客观审视,分析东营市在政府信息公开过程中存在的主要问题,总结分析问题存在的主观、客观原因,深入考虑各方面因素,借鉴国内外研究成果,结合东营市工作实际,提出进一步加强改进政府信息公开的方法和思路,为东营市政府信息公开提供参考性建议,从而推进政府信息公开工作更加健康开展。本文共分四章。第一章：绪论。分析选题的意义,根据研究对象选定研究方法,确定思路和研究框架,并对国内外研究文献进行系统评述；第二章政府信息公开的概念及其内涵。综合国内外研究和有关法律法规,界定政府信息公开的相关概念,分析政府信息公开的内涵特点；第三章东营市政府信息公开现状分析。对东营市政府信息公开的发展历程、现状进行研究,结合公众满意度调查,总结东营市政府信息公开存在的问题,并对问题原因进行分析；第四章改进东营市政府信息公开的对策建议。借鉴国内外政府信息公开研究成果和实践经验,结合东营市政府信息公开存在的主要问题,就如何改进东营市政府信息公开工作提出参考性建议。
[Abstract]:In today's society, information has become an important factor in social development. It is more and more important for government agencies, business organizations and the public to know and master information. As an administrative organ that provides services to the public and manages public affairs, it produces and holds a large amount of information related to the public interest. Whether the government information disclosure is timely and effective is not only an important embodiment of the government's governing ability. It is also the key to whether the public can effectively supervise the government behavior. The publicity of government information will help to enhance the credibility of the government, strengthen public supervision, improve the efficiency of government work, and then promote the construction of a transparent government and prevent government corruption. Promoting healthy economic and social development.After the promulgation and implementation of the 2008 "regulations on publicity of Government Information", although the work of government information disclosure has made considerable progress compared with the previous work, it is still in line with the demands of the public to participate in and discuss political affairs. There is still a big gap between the construction requirements of transparent government and many social problems. Based on the close combination of theory and practice, this paper systematically combs and objectively examines the present situation of government information disclosure in Dongying by using various analytical methods, and analyzes the main problems existing in the process of government information disclosure in Dongying City. Summing up the subjective and objective reasons for analyzing the problems, deeply considering various factors, drawing lessons from the domestic and foreign research results, combining with the actual work of Dongying City, putting forward the methods and ideas of further strengthening and improving the publicity of government information. To provide reference advice for the government information disclosure in Dongying City, so as to promote the healthy development of the government information disclosure work. This paper is divided into four chapters. Chapter one: introduction. Analyze the significance of the topic, select the research methods according to the research object, determine the train of thought and research framework, and make a systematic review of the domestic and foreign research literature. Chapter two: the concept and connotation of government information disclosure. By synthesizing domestic and international research and relevant laws and regulations, this paper defines the relevant concepts of government information disclosure, and analyzes the connotation and characteristics of government information disclosure. Chapter three analyzes the current situation of government information disclosure in Dongying City. This paper studies the development course and current situation of government information disclosure in Dongying city, summarizes the problems existing in the publicity of government information in Dongying city, and analyzes the causes of the problems. The fourth chapter is the countermeasures and suggestions to improve the government information disclosure in Dongying City. Referring to the research results and practical experience of government information disclosure at home and abroad and combining with the main problems existing in the government information disclosure in Dongying City, this paper puts forward some suggestions on how to improve the government information disclosure work in Dongying City.
