广州市畜禽产品质量安全事件链分析及政府应急管理体系构建研究

【摘要】:随着食品生产的日益扩大化和食品贸易的逐步国际化,食品安全问题俨然已经成为公众关注的焦点之一。食源性畜禽产品营养丰富、口感鲜美,是人类不可缺少的食物。随着我国社会经济稳步发展,人们对食源性畜禽产品的需求从追求数量向讲求质量安全转变,畜禽产品安全问题已经成为当今影响广泛而深远的社会问题。近年来养殖户在经济利益的推动下,在畜禽养殖过程中,超剂量、超范围使用兽药,甚至非法使用违禁药物,导致“瘦肉精”中毒等事件时有发生。食源性畜禽产品质量安全问题日益突出,对人类健康构成了严重威胁,并使公众对食品安全失去信心,极大地影响了政府的公信力和社会形象。本文选择以食源性畜禽产品为研究对象,阐述了研究的背景和意义,对国内外应急管理理论的研究现状进行了阐述。采用访谈法和实证研究法进行研究,分析广州市畜禽产品质量安全的现状,根据畜禽产品供应流通体系的特点,分别从畜禽养殖环节、畜禽流通及屠宰环节、畜禽产品消费环节、执法部门行政监管环节这四个方面入手,剖析各环节存在的问题和隐患;针对畜禽产品质量安全突发事件具体案例进行分析,探讨事件发生的根本原因,评价政府相关部门应急处置措施的有效性;运用公共安全科技“三角形”框架理论和事件链原理,对灾害要素、突发事件、承灾载体、事件链以及应急管理这五个方面进行详细的分析;分别从六个方面探讨食源性畜禽产品质量安全应急管理体系的构建对策,建议完善举报奖励及保密制度,推动公众、媒体、社会团体等作为第三方监管的积极性,呼吁全社会形成合力,共同监督舌尖上的安全。
[Abstract]:With the increasing expansion of food production and the gradual internationalization of food trade, food safety has become one of the public concerns. Food-derived livestock and poultry products are rich in nutrition and delicious in taste, which is an indispensable food for human beings. With the steady development of China's social economy, the demand for foodborne livestock and poultry products has changed from the pursuit of quantity to the demand for quality and safety. The safety of livestock and poultry products has become a widespread and far-reaching social problem. In recent years, under the promotion of economic interests, livestock farmers in the process of livestock breeding, the use of veterinary drugs, excessive range, or even illegal use of illegal drugs, resulting in "lean meat essence" poisoning and other incidents occur from time to time. The problem of quality and safety of foodborne livestock and poultry products is becoming increasingly prominent, which poses a serious threat to human health, and makes the public lose confidence in food safety, which greatly affects the credibility of the government and the social image. This paper selected foodborne livestock and poultry products as the research object, expounded the background and significance of the research, and expounded the current research situation of emergency management theory at home and abroad. The present situation of the quality and safety of livestock and poultry products in Guangzhou was analyzed by using the method of interview and empirical research. According to the characteristics of the supply and circulation system of livestock and poultry products, the links of livestock and poultry breeding, circulation and slaughtering of livestock and poultry were analyzed respectively. Starting with the four aspects of the consumption link of livestock and poultry products and the administrative supervision link of the law enforcement department, this paper analyzes the problems and hidden dangers existing in each link, analyzes the specific cases of the sudden incident of livestock and poultry product quality and safety, and probes into the root cause of the occurrence of the incident. To evaluate the effectiveness of emergency response measures of relevant government departments, to apply the "triangle" framework theory of public safety science and technology and the principle of event chain, to analyze the disaster elements, unexpected events, and disaster carriers, The incident chain and emergency management are analyzed in detail, and the countermeasures of constructing emergency management system of foodborne livestock and poultry products quality and safety are discussed respectively from six aspects, and suggestions are made to perfect the reporting reward and confidentiality system, to promote the public and media, Social groups, as the enthusiasm of third party supervision, appeal to the whole society to form a joint force to jointly supervise the safety on the tip of the tongue.
