市场经济条件下国家治理中的私人性问题

【摘要】：国家治理中的私人性问题指的是治理本身去规范化、非政治化和寡头化,呈现出一种"私人治理"的特征。私人性的存在破坏了政治民主,削弱了公共权力运行的规范性,降低了行政效率,从而极大地制约了国家治理能力。资本主义和市场经济的发展既带来了形式民主的进步,也凸显了国家治理中的私人性问题。在30多年的市场经济实践过程中,我国国家治理的私人性问题,尤为集中地表现在当前的农村治理上。促进国家治理体系的完善和治理能力的提升,必然要正视和解决市场经济条件下治理的私人性发展趋势。为此,必须保持国家对私人资本的有力约束和突出国家治理的人民主体性。
[Abstract]:The problem of private nature in national governance refers to the de-standardization, depoliticization and oligopolization of governance itself, showing a characteristic of "private governance". The existence of private human nature destroys political democracy, weakens the standard of public power operation, reduces administrative efficiency, and restricts the ability of national governance greatly. The development of capitalism and market economy not only brings about the progress of formal democracy, but also highlights the private nature problem in state governance. In the practice of market economy for more than 30 years, the private nature of our country's governance is especially concentrated in the current rural governance. To promote the perfection of national governance system and the improvement of governance ability, it is necessary to face up to and solve the development trend of private human nature under the market economy. Therefore, it is necessary to maintain the state's strong restraint on private capital and highlight the people's subjectivity in state governance.
